i don't know for sure as i've never read specifically, but if i could take a stab at it i'd say it's because there is a natural character to be worked with there as he is the son of one of the most legendary wrestlers in history, and russo was all about writing 'new' on everything and making it 'modern and edgy'. he could bastardize the flair name which wrestling fans held dear, so he was all for it as he thought that was captivating television.
when tna was first starting up jarrett pitched it to russo that it would be a completely adult-oriented show where the storylines and everything would be extremely edgy and no-limits. that clearly fell through but could be seen as a glimmer of what russo'd imagined: women in cages, groups of new young wrestlers fighting the old ones with names like S.E.X. (which was eerily similar of course to new blood in wcw), and generally stupid storylines that didn't really develop the character beneficially for wrestling.

I always imagined Russo thought he could make anyone a star. So he took David who had very little redeeming qualities as a wrestler and pushed as hard as he could.

Probably because he thought he could make money off Ric Flair's son. Also so he could get closer to Stacy & Daphne

It wasn't just Vince Russo that thought they could make David Flair a star. David Flair was in WCW in late 1998 - a whole year before Russo even came to WCW.
In that time frame, David turned on Ric, joined the NWO, dated Torrie Wilson on screen, won the WCW US Title, defeated Dean Malenko via pin fall, lost the US Title to Chris Benoit, came back with Crowbar, won the WCW Tag Titles in early 2000 (now under Russo's doing), turned on Ric - yet again, got with Miss Hancock in real life and on screen, and then eventually faded away.
I think if David wanted to be a wrestler, he could have been a good one. It just wasn't in him to do. I think he was just doing that to please his dad - maybe even so he could be close to his dad - because he knew how much Ric and Reid were close because of Reid's amateur wrestling at the time.

yeah the David Flair thing mystified me.....but then again 90% of Russo's booking choices "off the leash" continue to confuse and irritate me 15 years later.

I think like others have said Russo though so much of himself he thought he could get anyone over as he "made the Attitude era" Never really saw him as being particulary a David Flair fan but they certainly didn't give up pushing easily! Guess he was wrong in WCW!

It's Russo, I don't think there's any logic behind it or any way to justify it. Daffney was great though.

I thought David did a good job playing a mentally-unstable character who couldn't stand living in his dad's shadow. Him with Crowbar and Daffney was entertaining at time. He was crap in the ring (that's on WCW for his lack of training) but I enjoyed the character.
I know he did that segment in the WWE with Taker but was surprised he never got a shot in the WWE. Does anyone know if he simply gave up of did the WWE never give him a chance,
