The biggest mistake WWE made with Billy Gunn was making him a heel. He was really over when he was just starting to break away from the NAO, just go back and watch royal rumble 98 when he was feuding with Shamrock and mooned his sister and stuff, the fans were really into the whole Mr Ass gimmick so anyone who says you couldnt get over called Mr Ass were wrong. Fast forward 1999 when he was heel and he barely even got a reaction from the crowd most of the time when he came out so obviously something happened between 98 and 99 that really changed and it simply was the WWE's fault making him a heel.
Saying all that however, Billy couldnt cut a promo, he wasnt a natural fluent speaker on the mic but given a script such was the case when he cut a really good promo on his comeback in 2000 when Foley called him down to the ring to stand face to face with Austin over the Austin getting run down angle. Even if you go back to the Billy and Chuck wedding and watch it over, Billy really put in a good performance with his theatrics and proved he could be funny.
Billy admitted himself he only seen WWE as a job to pay the bills etc, if we had really known back then what he knows now and really embraced his character and put in more commitment like the other top guys at the time he could have made a real good impact as Mr Ass but I feel only if WWE had of kept him as a baby face not a heel.
As for the worse KOTR...Shamrock or Mabel.

This is going to turn into another pro/anti Billy Gunn thread so I'm just gonna say this and leave it alone...
King Ass was never going to work. Period. Ever.
His name was Mr. Ass.
His ring attire consisted of lips that were wearing crowns and kissing his ass and penis.
That alone screams "comedy midcard act for life"...until he spoke...and it screamed "see you on Sunday Night Heat against Pete Gas".

I'm gonna go ahead and say Ken Shamrock. I'm a big fan of the guy, but he was literally like "oh, cool, I'm King Of The Ring" for a week and then everyone just forgot about it. I agree. They went nowhere with that. Rocky at the time would've fit so much better

During the time of his biggest push, he was billed simply as Mr. Ass on TV, in video games, by announcers and in articles. Bret Hart wasn't listed as "Hitman" in WCW/nWo Revenge. Billy Gunn was listed only as "Mr. Ass" in both Wrestlemania 2000 and No Mercy.

I always liked Billy Gunn, IMO they dropped the ball with him. Mabel is easily the worst KotR ever.

I look at it as who was the worst (from the time period specified...all around it would be either Sheamus or Barrett if counting modern)in terms of who had the least impact as King going forward. In that sense its gotta be Billy Gunn. Not talent wise, but presentation wise.
Ken Shamrock- still viewed as a credible threat after winning even if he didnt headline main events after. So while being KoTR didnt enhance him, it did not hurt either.
Mabel- Probably the least talented of all winners . However they paralayed his win into making him a top contender for the WWF title and headlined a Summer Slam for the title.
Billy- jobber for the Rock....kissing an ass.....back to the mid card and tag action. While he eventually had some singles success it had zero to do with his KOtR win.

I wasn't watching during Mabel's KOTR time, so I can't comment.
Between Shamrock and Billy Gunn, though, it's gotta be Billy Gunn.
In 1998, Shamrock was obviously over. The matches with The Rock in the first part of the year made his character interesting. Then after the KOTR, he had the heel turn in the end of the summer, which set up perfectly for the remorseless version we'd see in the Corporation. They gave Shamrock titles, and he was a believable threat.
Billy Gunn in 1999, on the other hand, was screwed from square one. He'd been an IC-level guy in the first few months, only to wind up fighting for the Hardcore title at WM. Then, after KOTR, he got pushed against The Rock, where he wasn't ready to be at that point. That'd be the equivalent of sticking Shamrock against Austin immediately in 1998, except (as pointed out above) Shamrock was always perceived as a consistent threat on an IC level, whereas Bad Ass was all over the card in varying degrees of lower-midcard status.
So, after Rock beat Gunn, he went back into a DX mess of a feud over t-shirt and merch rights, and wound up being told the following year by Edge that he'd done "one big pile of nothing since winning King of the Ring."

I wanted to say fat Mabel but he at least did something with it...I mean, he sucked but he did become King Mabel and got a push. The worst are either Ken Shamrock and/or Billy Gunn. Both didn't really do anythingafter becoming king of the ring. At least they weren't buried afterward. Barrett without a doubt has been the worst.
