Was thinking about this earlier. I'm not talking about worst as in the worst wrestler to win the tourney, but really one guy who won the tournament and never really went on to do anything afterwards with the title.
My vote goes to Billy Gunn. He never even won a singles title until many years after he won the tournament, and he went back to tagging with Road Dogg again less than a year after winning it in 1999. The WWF seemed to be obsessed with him being a top heel in the company at the time, and it just never panned out.
BTW, I'm not counting any of the kings who won as parts of the reincarnations of the tournament after it stopped being a regular PPV in 2002.

I wanted to say fat Mabel but he at least did something with it...I mean, he sucked but he did become King Mabel and got a push.
The worst are either Ken Shamrock and/or Billy Gunn. Both didn't really do anythingafter becoming king of the ring.

Ken Shamrock, Billy Gunn, Sheamus pick one. I didnt mind Mabel they at least gave him a push even if it was to feed him to Diesel. The other 3 did nothing.

Shamrock at least won the IC and Tag Titles a few months later, and held them at the same time.
Mabel got a WWE Title shot at SummerSlam.
But Billy Gunn definitely didn't do anything. In a few short months he was back to being with Road Dogg, doing the New Age Outlaws thing again. Not that it was bad, I loved the NAO, but he definitely didn't move forward in his career any way.

I did hear though that X-Pac was scheduled to win the KOTR in 1999 but for some reason they changed it to Billy Gunn. Billy says it in his RF Video shoot. Billy went on to say that's why there was no plans for him after he won the KOTR that year.
I have no idea why they would change it to Billy from Pac though. Maybe to give Billy the rub for his match with The Rock at SummerSlam??

The OP said he wasn't counting anyone after 2002.
But I think it's unfair to say King Barrett yet. And anyway, the KOTR now is seen more as just a prop - much like it was in 1987 - 1991 when Harley Race, Haku, Hacksaw and Macho Man were all the King at one time.

I did hear though that X-Pac was scheduled to win the KOTR in 1999 but for some reason they changed it to Billy Gunn. Billy says it in his RF Video shoot. Billy went on to say that's why there was no plans for him after he won the KOTR that year. I have no idea why they would change it to Billy from Pac though. Maybe to give Billy the rub for his match with The Rock at SummerSlam?? I don't really know (of course), but I always understood it as, the WWE really wanting him to be a bigger deal than he would end up becoming and he kinda floundered or flopped in his program with the Rock. (also read that the Rock didn't really want to work with him). Billy was good in the ring and had the look, but lacking the mic skills and the complete "it" factor. Still, thats enough reason to move away from Xpac.

I'm gonna go ahead and say Ken Shamrock.
I'm a big fan of the guy, but he was literally like "oh, cool, I'm King Of The Ring" for a week and then everyone just forgot about it.

His feud with the Rock ended all that......

Billy is the worst IMO. All he did after in 1999 was kiss a fat woman's butt at Summerslam.
