As far as I know, only three figures meet this criteria.
Double Slam Series 5 Faarooq (TTL)
Adrenaline Series 6 Faarooq (RA)
Road to WrestleMania 23 Series 2 Ron Simmons (RA)
The TTL head has a placid expression, whereas the RA head (used twice) appears more like a scowl.
Also, I think the RA head might be slightly bigger but not by much.
