Windham's shade of blue is lighter than Cody's. The shade of blue on all the tights looks different. Benoit and Noble are pretty close though.

When did Jakks make a Cody Rhodes? His first figure came with Dusty Adrenaline series 29. Green and yellow attire. Adrenaline series 35 with Ted in legacy attire. Bunch of re releases of Cody in the blue attire. Used to see it clogging up shelves. |

There was also that ludicrous Deluxe Aggression figure that had a poor scan and was far too massive to accurately represent Cody. |
