Proposition: In response to years of online traffic surrounding custom wrestling figures, Mattel offers figure heads of certain wrestlers that WWE/Mattel inc. are legally able to produce figure heads depicting their likeness, present the list of available stars (remaining WWE Champions, alumni with cult like followings the iwc has clamored for since WFIGS' inception, NXT stars who never made it to the main roster, etc.) to be used for figure customization on an online ballot.
The 25 names with the most votes will be presented for pre-orders.
If the figure head receives enough pre-orders, it gets made for that many pre-orders.
I like the concept & I wanted to present it & get some feedback on the pitfalls I probably didn't take into account.
My desired heads would be Harley Race, Bob Backlund, Dory Funk Jr., Antonio Inoki, Tatsumi Fujinami, Pat Patterson just to name a few. Bruiser Brody & Stan Hansen could very well be attained this way.

Way too small a market for disembodied wrestler heads. It's maybe a little easier now because of the Create-a-Superstar line, but at the same time... If a guy isn't good enough to have a figure made, then his disembodied head isn't going to be a hot seller either.

As for them small market, that why suggested the require of a minimum of pre-orders be paid before the heads were produced. Anyways, I just wanted to make a suggestion.

It's likely too obscure an idea for them to bother with the pre-order test. They'd need to sell at the very least a few thousand of each head. And the market is not only customisers which is already a tiny niche, it's the fraction of customisers who want to make customs of guys too obscure to get a toy in the first place.
It's akin to suggesting a pre-order test for an authentic scale arena -- sounds cool to the few people who'd be interested, but it's never going to be cost-effective enough for them to really consider.
