Firstly you need to buy some a4 decal paper, there's 2 types available, white which prints all the white areas, this is the one i find myself using the most and there's also clear but if you use this and if there's any white in your decal it won't come out, but the clear one is really useful for tattoos etc.
Then take a tape measure and measure the area that you want your decal applied to, lets say its 2cm x 2cm. Then open up the decal in photo shop and create a new image and set the scale to 300dpi and 2cm x 2cm, copy and paste your decal into the new image and resize it so it fits into the frame. once its all in the frame and in scale click new image again and go to A4 and set the scale to 300dpi. Then from the previous new image that's 2cm x 2cm select all and then copy it onto the new a4 and once you're happy with it click print. You must be using an inkjet printer and not laser.
Once the decal has printed give it an hour or so to dry, once its dried you need to spray the decal with a clear acrylic sealer, it is very important that you do this as if you don't then the decal will just run off the decal paper once you get it wet.
To apply the decal cut it out best you can and dip it in luke warm water for maybe about 30 seconds and then slide it onto the figure. Once its on leave it to dry a couple of hours, once that's done use something like microsol which is a solvent based solution and go over the decal with it, this will stop the decal from coming off. Once you're happy with that then spray over it with a sealer
