Well as for the greatest stars/legends who have never ever been World Champion in WWE well off the top of my head there was

I guess they were printing money with Hogan back then and didn't want to mess with that AT ALL DiBiase should have gotten a run with it between WM 4 & 5 And Razor. Really shocked he didn't get a taste of it when the Kliq was running things.

Maybe Billy Gunn, he was super over at one point. Rikishi too, maybe a William Regal run wouldn't have been bad either.

Piper and Owen are at the top of my list.
Guys like Sting and Luger, I can't really count since they were world champion in WCW. If they had stayed in or switched to WWE during those 95-01 years then who knows what would have happened.

I'd say Jarrett is up there on the list. I can honestly say I feel that he deserved to be world champ over someone like British Bulldog.

So many bad choices in here...
Lex Luger should have never been WWE Champion. Vader- as much as I love him- shouldn't have been either. Jerry Lawler is a negative. Mr Perfect- like Vader- just doesn't make the cut. Did I really just see Rikishi's name pop up too? Ok, I'm out.

Davey Boy - 91/92 and 95/96 Owen Hart - 94/98 Razor - 95 Ted DiBiase - 88 Mr Perfect - 91 (Instead of Slaughter) Earthquake - 91 (Instead of Slaughter) Roddy Piper - Would have made perfect sense to go with Hogan/Piper for Mania 2 in a cage, with Piper as the defending champion Billy Gunn - 99 Lex Luger - 93/94

People who could have held the belt and had it make sense: Davey Boy - 91/92 and 95/96 Owen Hart - 94/98 Razor - 95 Ted DiBiase - 88 Mr Perfect - 91 (Instead of Slaughter) Earthquake - 91 (Instead of Slaughter) Roddy Piper - Would have made perfect sense to go with Hogan/Piper for Mania 2 in a cage, with Piper as the defending champion Billy Gunn - 99 Lex Luger - 93/94 Davey Boy perfect time for him to hold the title would have been the whole program with him and Shawn involving his wife Diana Owen should have won the title back at King of the Ring in 1994 when he won the whole thing...yeah Owen should have went over at SummerSlam 94 and won the title Razor for him I would have had him win the 1995 Royal Rumble Match and then have him go on to face Bret for the title because I would have had Diesel drop the title at Royal Rumble 95 to Bret and then have Razor win the Rumble to set up Razor's WM moment by beating Bret for the title Perfect as WWE Champion= perfection Piper yeah hhe should have been champion in 85 or 86 at least because he was over as a heel Gunn yeah I would have had him branch off on his own from DX and have him win the title Luger perfect time for him to win the title was SummerSlam 93
