Obvious examples I can think of are Rick Martel and Paul Orndorff.
In both cases, I think the reason they didn't is because they just weren't in the right place at the right time.
Orndorff could have been the next great heel champion, but he was just coming into his own at the same time Hulkamania was taking off.
Martel was a great worker and could have had a memorable I-C run, but I think Mr. Perfect's gimmick needed it more to be viable.

While I agree that Martel should have had a run? I just cant figure out where....
Beefcake for sure. He was over like crazy in 1990 and the entire reason he was given the win at WM6 was so he could be positioned as the guy to beat Perfect @ Summerslam. Its nuts freak accidents kept him from the strap twice.
For me? Roberts & Dibiase never needed it....
Mr Wonderful Paul Orndorff would be another choice of mine....but again? I just cant see where he could have slotted in.
in the NG era? Bam Bam, 123 Kid & Tatanka should certainly have had a run. When DX reformed as heels in late 99 X-Pac should have got an IC run so they could have held most of the titles.
2000 onwards is kinda where the belt stopped being the gateway to the ME despite some of the guys that held it.

Paul Orndorff. It just makes sense. Orndorff should have had runs with both the Intercontinental and WWE Heavywight Championships in his stay in the WWE. Orndorff is my #1 pick as well. Don't get me wrong, as I STILL say that he should have been the one to dethrone Hogan as World Champ in the mid/late 80s, but I would've been as happy as a clam to see him win the IC strap.

I remember I thought back in 94 that IRS should have beaten Razor. But then I realized they were setting up for the HBK vs. Razor ladder match at Wrestlemania X that year.

I'm probably a bit biased because he was my favorite as a kid, but Tatanka could've gotten the belt at some point. Maybe even at WrestleMania IX.

The 1993 year was strange for the IC Title. I felt that Tatanka and Crush (as well as Mr. Perfect) all could have won the IC Title that year off of Shawn Michaels. Instead we got a Marty Jannetty win on Raw (should have happened at the Royal Rumble) and then he gets stripped of the belt and Razor Ramon beats Rick Martel (who should have had a run too) for it.

John Cena should get a run with the Intercontinental Championship Title at least once before he retires. He won all the other Championship Titles. So why not??

I'd like to see John Cena as IC Champion. Another Randy Orton run would be pretty cool and different too at this stage in his career.
