So I know a thread pops up once in a while about "should be WWE Champions" but how about one for "Should be IC Champions" in the past.
The one that really comes to mind is Rick "The Model" Martel. I know he put Razor over for Razor to be IC Champion, but its odd that Martel didn't get a heel run with the gold in the early 90s. Even if it was for a short period of time.
Another one is X-Pac/123 Kid. I figured he would have a chance to run with the IC Title once. I know he was set to beat Jeff Jarrett for it and then give it back to him, but Kid was injured at the time and they gave that match to Bob Holly. But Kid/Pac never got another shot at being IC Champion after that until the 1998 one night tournament on Raw when Shamrock beat Pac in the finals.
So who else could have benefited from a nice little IC Title reign that didn't get one??

I totally agree with Martel. It's a crime he never held the IC belt during his model run.
Another one that comes to mind is Big Boss Man. IMO he should of defeated Mr. Perfect at WM 7 to end his feud with the Heenan family.

Yeah, Boss Man should have beat Perfect at WM 7 and could have easily dropped it back to Perfect at the SNME show in April. But back then the WWE didn't really work like that for title changes, unless someone was injured or leaving the company.

Rick Martel, Beefcake on one of his multiple "rumored" wins, Jake Roberts, Ted DiBiase

Rick Martel, Beefcake on one of his multiple "rumored" wins, Jake Roberts, Ted DiBiase Sadly Jake had enough to carry around with the damn snake all the time, I am sure a belt to lug around too would be a hassle for him. Beefcake winning in 1990 was a sure thing though apparently. Which is unique since Beefcake just got done beating Perfect at WM VI months earlier, and was set to beat Perfect again at SSlam 90 for the IC Title. Ted was kind of an IC Champ. He was the last North American Champion of the WWE, and it became the IC Championship.

Rick Martel, Beefcake on one of his multiple "rumored" wins, Jake Roberts, Ted DiBiaseDefinitely these two. If Dibiase couldn't get the World Title he should of at least had a IC run. In Jakes case, many people think he didn't need a title but I always thought the opposite in that an IC title run would of been a good thing. Imagine Heel Jake as IC Champion it would of been awesome.

I remember in 1993 that Hacksaw Duggan had a few IC Title matches with Shawn Michaels and I thought that Duggan could have even had a small IC Title reign during that time. But Marty Jannetty got that instead.

If I remember correctly they changed their mind at the last moment due to Jannetty doing drugs and boozing it up.

I wonder what would have happened then at Wrestlemania IX?? That year we got HBK vs. Tatanka for the IC Title, which now brings me to this.... Tatanka!! Tatanka could have easily had an IC Title reign too. And same with Lex Luger. Those 1993 and 1994 years were held down by HBK, Jannetty, Razor, and Diesel. It seemed like if you were in with HBK, you got the IC strap!

He would of won the belt undefeated so when somebody did beat him for it, they would of not only won the title but ended his streak.
If Luger kept his Narcissist gimmick I could of definitely seen him as IC Champion. Almost 24 years later it still puzzles me why they axed the gimmick within 6 months. It had so much potential.

Paul Orndorff. It just makes sense.

Orndorff should have had runs with both the Intercontinental and WWE Heavywight Championships in his stay in the WWE.

I always found it odd too that back in 1983 that they never had Jimmy Snuka go over Muraco and become IC Champion. After that feud ended, Santana came along and beat Muraco for the belt instead.

I would've liked to have seen Foley have a run with the title.

I would have liked to see Bam Bam Bigelow circa '95 have a run. As well as Bossman in 99 would have been interesting.
A couple guys not mentioned that I might have liked to also see have a run just not sure when; Al Snow, Batista, Matt Hardy, Rene Dupree, Scott Steiner and Vader

Mick Foley. Believe it or not he never held the IC title.
Doink as a heel would have been a good IC champ.

Can't see any time Rick Martel should have been IC champion. When he turned heel, he had the Tito feud going and he definitely wasn't a name that'd be worth interrupting the Warrior/Rude feud over. After Warrior's run, Mr Perfect had the belt for most of a year. Martel definitely wasn't Mr Perfect, or Bret Hart. He could've been the transitional guy from Bret to Piper maybe, but he didn't have anywhere near the status or momentum The Mountie did at the time. By then, he seemed like he was already in and out of the WWF anyway with injuries or whatever the thing was that made him keep leaving.

stealing ecw's idea with the tv title, it would've been cool to see rvd have a multiple year reign.
matt hardy would've benefited from a us title or ic title run during the v1 days.
chris masters would've benefited potentially quite a bit from a proper run as champ.
bubba ray in 2002 on raw.

Not classic, but Fandango would have been ic champ if not for his concussion.
Still find it crazy that Beefcake was scheduled to be champ TWICE and had it fall through both times due to injury.
