Censors (Q as to what causes a word to be blocked?)

Just wondering about something that has been bothering me for awhile now. I feel like I should know what causes words to make the censor list, and I do know that links or certain links when or once spammed are added... but even after serving as admin here in the past for about 5 or 6 yrs, I still do not remember just exactly why or what made certain words eligible for censorship and others...well, not.
I don't want to go too in depth here, because I'm not looking for a stupid post to get out of hand with people testing the censors or anything like that.... but I notice words with double meanings may not be censored--which I do agree with--but at the same time, words I'm shocked that aren't censored ...aren't...and a word like "retard" is censored. I did trick the censors to get that to pass through, or it would show up as: intellectually- disabled person
Which is simply silly. I have a brother who is mentally intellectually- disabled person-ed, and that is not the definition of intellectually- disabled.... There are different forms of retardation etc. etc. It's just... not really a word that should be censored, IMO. Saying something is intellectually- disabled can be used in other contexts, as well. E.g. a sentence "I am geographically intellectually- disabled." Or "I'm physically ret-arded" or just as a word that has use in literature, for that matter. It is a word that will be found in reading material, informative article(s), etc. etc.
There are websites that are pro-disabled and the links would wind up censored because the word itself is censored, which is kind of dumb...
I do not see a thing that's wrong with that word and have a brother who has been subjected to insults... it is no more of an insult than "diabetes" or "beetis" or "Betus" or "junkie", "drug addict", "homosexual" and other diseases or genetic dispositions, etc.... but it (the reta-rd word) for some reason seems to fall under the censors rules as a dirty word.
"F*g" is a common slang for cigarettes in the UK and other areas outside of North American regions and is censored as gay if I try to type it without the asterisk. I agree with that, but even there, I would think that it is a similar situation. Just much more of an insult that would be thrown around that r-etard on these boards...
I am just wondering what causes words to be censored if they aren't in the presets. I was once admin and added certain links that are likely in there to this very day, unless current regime washed the banned word/site list(s) clean at one point or another.... But with that being said, I am just kinda curious why certain words that can be used in an everyday, normal and non-threatening or insulting sentence are censored (and misinterpreted, at that...) while other words (like pissmop or , for some random picks!) are not.
Thanks. Also--this is NOT to stir any pot. I am happy with the work mods and admins put in here, and more than happy with what Jack has done to keep the forums running as they are. All things here are just fine. This is just more curiosity and I didn't think it warranted an "admin alert" as it wasn't really a big problem, just a curiosity, and I hoped someone may be able to explain. That is, unless "reta-rd" is a preset censored word... in which case, that is a bit silly. But anyway.
