So if Hogan had stayed with the WWF instead of going to WCW but Hall and Nash left, who would've lead the nWo? Sting? Randy Savage? Ric Flair?

I'd say Savage out of the options. But I would also say that if Hogan was in WWF when Hall and Nash left, chances are Bret Hart leaves. He was a free agent at the time and so many rumors were going around about him being the third man.

Well Hogan was quickly becoming irrelevant so him leading the nWo was essentially vital for his career because Hogan just needed a change he needed a gimmick change and personally the red the yellow vitamins it just wasn't cutting it anymore he was starting to become irrelevant...and personally as Hollywood Hogan he was much more relevant in fact he was probably the driving force behind WCW's success during the Monday Night War especially when he turned heel and became the 3rd man in the nWo...it resurrected his career and I dare anyone to say that I am wrong on that
I would go with Savage but honestly Hogan I can't see him as anyone else but the 3rd man because it basically helped him in the long run any way

Honestly no one. I don't think the nwo works as well as it did without Hogan.
With the original idea being basically that the nwo was a group of invaders from the WWF, no one else would have made much sense. Maybe Savage but Hogan was seen as THE WWF guy, despite his WCW run, so him being revealed as the third man cemented that idea. I thought it was a great line at Bash at the Beach when Schiavone said something along the lines of "was this the plan since 1994?"
If not Hogan, I think Sting would have been the best choice. His heel turn, for WCW diehards at least, would have been pretty shocking and they could have played it that Sting had given up on WCW after all these years and brought in the "WWF guys" to help him take over.

I picked Sting for shock value alone but in all honesty the NWO would've never reached the heights it did without Hogan.

I think it should have been Bob Backlund!
Imagine the charisma and creativity happening then if Bob Backlund was "Hollywood" Backlund, and he and the Outsiders took over WCW?? Tremendous!

Personally I would have loved it had it been Triple H. Then with Hall, Nash, & X-Pac, HBK could have returned and the nWo would finally be the Kliq.
Of those options, I voted Savage. Because I really wish he would have returned in some fashion before his passing.

In 96 the hot rumor was Bret. It would have been a newsmaker for sure, but less impactful overall than Hogan. But, as many have since gone on record to say over the last few years, if it wasn't going to be Hogan, it WAS gonna be Sting. And while that would have freshened up the WCW scene for sure, again ,it wouldn't have had the long term effect as the Hollywood lead version. It would still be a talked about angle I'm sure, but not nearly on the level of what we got.
