 So what would've happened if Hogan hadn't won the belt at Mania IX? I think maybe he would've been the one to slam Yoko on the USS Intrepid instead of Luger and maybe won it at Summerslam? Then if so, dropped the belt at Mania X to Bret?

If the plan wasn’t for Hulk Hogan to win the WWF World Heavyweight Championship Title Belt at WrestleMania IX, then I believe the Mega Maniacs would have won the WWF World Tag Team Championship Title Belts earlier in the evening.

I am actually shocked Vince didn't go with Hulk Hogan vs. Lex Luger at SummerSlam for the WWE Title with Lex still being heel.
I really wanted Hogan and Beefcake to win the Tag Titles. And honestly, Vince would have been smart to have that happen too. He could run two towns a night, one with Bret vs. Yoko for the WWE Title as the main event, the other with Hogan/Beefcake vs. Money Inc. for the Tag Titles as the other main event.

Simple answer is, hogan wasn't NOT getting the belt at WM9.
Vince got cold feet on Bret as champ, didn't want to leave Mania with a heel as champion, so he turned to his old pal Hogan to turn business around.
And no matter what Bret says, Vince nor Hogan ever intended to have Hogan drop the title to Hart.

My guess would be Hart would have retained, possible Hart v Luger at summerslam.
I could imagine that someone would interfere in the WM9 main event, bringing out an indignant Hogan to help the hitman. This would result in the Hulkster celebrating in the ring at the end of the event

yoko is unnecessarily punishing bret with bonzai drops at wm9, hogan saves him and bret keeps belt.
hogan vs yoko at KOTR. hogan beats yoko but is jumped by giant gonzales.
luger stays heel and wins kotr he attacks hart over the summer on tv a few more times.
crush slam yoko at stars & stipes.
