As of about 20 minutes ago, the plan was for HHH to NOT appear tonight at MSG. Of course, that is always subject to change but again, as of right now the plan is for him to not appear.

Just do it at Summerslam as planned. It'll sell better if they wait to have him and Rey debut at the PPV instead of on tv.

They should have make an appearance tonight and then make his in-ring return at SummerSlam.

He should appear in some form, like on the 'tron, or maybe a return promo video thing aimed directly at Booker, with newer footage. It would get everyone excited without him appearing live.

It's perfect for him to Return tonight. They will crown King Booker the only King of the WWE, and suddenly Triple H will come out, at Madison Square Garden, and announce the Booker V HHH Match at Summerslam. Summerslam should be Triple H's Official In-Ring Return.
