In re-watching the video interview of Bill and Foley in 2107 he stated that he gives the WWE a list of wrestlers he would like to do. He also said later that the WWE informs Mattel of what Legends deals they have and when they expire. He also said don't hold your breath about completing the WWF/WWE World Champion line with Staisak and Pedro Morales. So that is a lot of good info. We know that Billy Superstar Graham and Greg Valentine, Bob Backlund etc had Legends deal .... curious how that has not been executed yet. Also curious why someone like Toys R us or another large chain wouldn't want to be affiliated with the COMPLETE WORLD CHAMPIONSHIP LINE! I think it would sell with the belts and a unique stand. I wonder if they have to be under contract for a certain amount of time for bill to say it’s worth working on. Like if he finds out he only has say a year to get a figure out he may just want skip it instead of trying g to Rush one out and doing all that work and having it get canned I think most of the legends deals are probably one year contracts with an ongoing options to renew. Some of the bigger name superstars that had more complex deals, like Goldberg or Sting, may have different contracts. The figure doesn't have to be done and out the door while the wrestler is under contract, but has to be far enough along in the design/production process when someone leaves to go forward. Obviously exceptions like Enzo's sitation exist, but those are more PR than contractual.

Wishful thinking but let's not get carried away. Bill is one of "us" -- I mean, for pete's sake the guy loves indie wrestling and goes to PWG and Wrestle Kingdom. He probably wants to make all of these guys but also works for a leading toy company that wants to make money. There's a happy medium, though I personally do wish we had a bit more range. I think all this Terry Taylor thing means is that the TRU exclusive approach to having some random one-off minor characters (like Virgil, Ringmaster, Shark, Yankem, etc.) in limited production numbers is working so far. But I don't think we're getting a Repo Man/Giant Gonzalez Epic Moments set anytime soon ... though I would totally buy one! If they love money, they wouldn't be making elites of Dean Malenko and Red Freaking Rooster.
