I payed gift to a seller online and he hasn’t shipped my package. He said he would ship today after I repeatedly asked. I know the post offices are all closed and he didn’t send me anything, and he’s been posting online. So my question is will PayPal back me up?

Since you gifted money, I doubt there will be a refund option. You should call PayPal to inquire about that.

Unfortunately, I think that is the risk you run when you send as a gift. The whole idea of sending as a "gift" is that there is no exchange (it is unidirectional). So, I don't think PayPal will offer you a refund for that, sadly. But try! I would do my best to clear up any misunderstandings with the seller, and if they are unresponsive, then report them to the site or group leader/owner because you're likely not the only one who is being taken advantage of.

A google search says that PayPal can also refund if proven fraud. I’ll open a claim.

In the past I have used the free online paypal fee calculator to calculate the fee, and then I send the fee with my payment. That's if the seller asked me to send as a gift. Another couple dollars is worth the protection.
