Mine are:
1: The Undertaker (overall the greatest because he's been consistent for nearly three-decades, greatest character work, greatest big-man of all time, could adapt to other opponents wrestling styles in a realistic manner ex: Shawn's showmanship, Kurt's technical, Batista's power, Edge's versatile performance, etc). 2: Bret Hart (too bad he retired early) 3: Shawn Michaels (greatest showman of all time) 4: Kurt Angle (left during his prime years, but during his short years in WWE, he accomplished more than an average person working a full-time career) 5: Chris Benoit (if he had charisma and the events didn't happen- we might be calling him the greatest of all time. Arguably the best "pure" professional wrestler on this list) 6: Eddie Guerrero (passed away WAY, WAY, WAY too soon. Had he not passed away, we could've seen legendary feuds with CM Punk, Shawn Michaels, & The Undertaker) 7: "Macho Man" Randy Savage (often overlooked for how great he truly was. A decade ahead of his time) 8: AJ Styles (greatest in-ring performer of this generation. Could've been a top star in any era due to his consistency and moveset) 9: Ricky Steamboat (like Randy Savage, often overlooked for how great he was. Many legendary matches with Ric Flair) 10: Bruno Sammartino (GREAT in-ring performer for his time. Could be in any era IMO. Decades ahead of his time. There was no one EVER like him)
Note: this is just my opinion. I put in guys for their in-ring quality and some character work. I know many would include Rock, Austin etc, but this is just me. Thanks for viewing!

Are we talking about just in-ring performance or the whole package?
If in-ring
1a. Bret Hitman Hart - best technical wrestler I've ever seen 1b. Shawn Michaels - best up-tempo more modern style wrestler I've ever seen 3. Randy Savage 4. Mr. Perfect 5. Ricky the Dragon Steamboat 6. Dynamite Kid 7. Steve Austin - before his neck injury he could really go, I really enjoyed his work as Stunning Steve 8. Owen Hart 9. Kurt Angle 10. Rick Rude
I only went with performers I saw a lot of, but I'd like to give these guys some mention; Buddy Rogers - saw some matches of his on youtube and the WWE videos, for his matches from the early 60s (towards the end of his career) to hold up in the 2000s is pretty amazing. Nick Bockwinkel - same as Buddy Rogers (though in the 70s). Ted DiBiase - much like Bret Hart, a great technical wrestler, don't recall too many, if any, bad matches of his. Arn Anderson - won't get mentioned a lot but like DiBiase, such a great technical wrestler and again I don't recall too many, if any, bad matches.

Basing this purely on in-ring performance of some form, be it technical prowess, showmanship, psychology, flashiness, etc. Mic skills and such not included.
Terry Funk - his skill, his selling, his story telling, those wobbly legged bounce around the ring bumps, his viciousness.. Funk stands alone in time, to me. Ultimate Warrior - I was mesmerized by the flashiness and his brute strength as a child. Hayabusa - I want to make a thread about him here in Classics, I'm such a mark for him. Chris Candido - Closest to Funk in "work" I've ever witnessed. Six inches taller and he'd have been a multiple time top tier champion anywhere he wanted to work. The Great Muta - Thanks to some old WCW/NWA VHS tapes, I became a fan. Years later seeing some of his work in Japan, well.. he's a legend. Shawn Michaels - Such a stellar performer. As good as he'd get at telling stories, I enjoy his original singles heel run now, more than ever. Mitsuharu Misawa - Once Hayabusa opened the door to Puroresu for me, I discovered early 90s AJPW. OMG! Sabu - This dude was EC f'n W to me, in 1997/1998. I'd just gotten to see it, not just read about it and holy hell. Homicide - He personally admits Terry Funk is his favorite and I see Funk in his work, his movements and his selling. When I discovered ROH, he was my favorite to watch. Lance Storm - As part of Impact Players, I first took notice of him, then his massive (short lived) WCW push. In the ring, he could do anything.
Can I do 11.. well 12?
KENTA & LOW-KI - Around 2004 I was lucky enough to discover both through the internet and man oh man, these two at a time, were unreal in the ring.
Anyways.. a little non-traditional list, sorry. A top 10 greatest technical wrestlers list would be different. It said "performers" though.
