I was just debating this in work Friday with my friend and I reckoned it HAD to be Bobby Heenan….absolutely has to be.
2 of his guys Main Evented back to back WMs against Hogan
He had 2 World Champs in Andre & Flair
He had 2 IC champs in his family with Rude & Hennig
He had 2 sets of tag champs in his family with Brainbusters & Colossal Connection
Fuji & Hart probably jockey for 2nd place but Brain is deffo #1 right?

In the WWF, Heenan. In the NWA, JJ Dillon. In WCCW, Skandor Akbar. In the AWA, Heenan as well.

You do kinda have to throw an * up for Heenan when it comes to the WWF Title though. Andre literally held it for minutes and he technically wasnt Flairs manager and rarely was ringside for him. That being said, Jimmy Harts resume is pretty impressive itself, also probably need an * for his WWF Champion also
WWF Title- Hulk Hogan WWF IC Title- The Mountie. Honky Tonk Man WWF Tag Title- Hart Foundation, Nasty Boys, Money Inc, Natural Disasters
Id almost put Paul Bearer ahead of Fuji just for the fact that his men accomplished more then Fuji. With Taker & Kane both getting WWF Title and Kane & Mankind getting tag titles

Ironically though, it was Jimmy Hart that had success in the WWF first before Bobby Heenan.
In 1987, Jimmy Hart saw his Hart Foundation win the Tag Titles, and Honky Tonk Man followed just months later with an IC Title win, AND on top of that, the Glamour Girls were the Ladies Tag Team Champions. A lot of gold for Jimmy Hart in 1987.
Bobby Heenan wouldn't taste success until WrestleMania V when Rick Rude won the IC Title. Then months later, The Brain Busters captured the Tag Titles, followed by Andre and Haku. Then the Mr. Perfect IC Title reign in 1990.
Over all though?? When you look back at it, Bobby Heenan had Paul Orndorff in WrestleMania, Bundy in WrestleMania 2, Andre in WrestleMania III, where as Jimmy Hart never had a wrestler in the main event at WrestleMania.
So I would give the nod to Bobby Heenan as the greatest manager, with Jimmy Hart following behind.
As for guys like Capt. Lou, The Grand Wizard, and Freddie Blassie, they all had success, managing World Champions, and Tag Champions, but that was also an era that was before my time. I didn't watch anything then, except for matches that were released on the old WWF Best of Volumes coliseum videos.

If you go off of most world champions managed it's Paul Heyman. He managed like ten world champions. But if it's based on overall titles it's Jimmy Hart and it's not even close thanks due in large part to his Memphis days. Jimmy is one of the few managers to manage a world champion in WWF and WCW. Sure he wasn't out at ringside when Hogan beat Yoko at Mania 9,but he was still getting paid for his managerial services. And he managed Hogan and The Giant to WCW world titles.
Edit- just noticed most are speaking strictly WWE so I would actually give Fuji the nod only because his wrestlers held the titles for much longer reigns.

I forgot about Hart with Hogan completely....ok now we need a face Hart in Red/Yellow to cover his face turn.
Great discussion..I put Fuji before Bearer. Yoko was the first heel in WWF since Wrestlemania 1 to hold the title for more than a few months. I think combined Heel reigns (Savage, Slaughter, Flair) before Yoko were less than a year.

Another you could technically throw into the list is Jim Cornette. He quietly racked up quite a few title holders while in WWE both WWE as well as NWA titles

in the Kayfabe sense Hart was damn successful too.... Hart Foundation Nasty Boys Money Inc Honky Tonk Man Honkys IC reign and Money Incs 2nd reign were epic. he also managed IC champs the mountie & greg valentine & the wwf tag champs the glamour girls. rougeau bros shoulda been champs.

To be fair Andre's "contract" was purchased by Ted Dibiase so Heenan didn't have Andre when Andre won the title. As for Flair, well Heenan wasn't always around with the exception of celebrating the WWF title win/promoting Flair before he came out, which is why they had Mr. Perfect in that role as "executive consultant".
