I mean all the wallys and targets around me never get them,literally like 6 together.do they pick if them individually or is it random when they order the set?

They negotiate with Mattel as to what exclusive figures they will receive. If Walmart and Target want exclusives and they are Mattel's biggest customers now, Mattel has to give it to them.

As for distribution, if that's what you're curious about, as far as I know all WM's and Targets get the same cases as every other one of their respective stores. Such as, all Walmarts in California will get the same type of case (with exclusives) as the ones in Florida, etc. Obviously not all at the same time, though. I'm sure your store got their exclusives and they just sold out fast. I had that problem before. Couldn't find a single exclusive for a very long time and started to wonder if my stores even got them to begin with. Again, I am not 100% on this, it just seems to be that way. I also know that later cases of Elite 68 did not include Patterson, even at Walmart. Idk why, but that could always be a possibility in your case. Maybe your area got the last of the cases and exclusives weren't included? Just a guess.

Individual chain stores like Target/WalMart don’t order directly from Mattel. Their corporate buyers place an order for all their stores. Mattel ships it to that retailers main Distribution Center who then splits it up and ships it to all their distribution centers across the country. Then those smaller distribution centers automatically ship the product to the stores in their districts once a stores inventory reaches 3 pieces or less.

Good question, the answer is money. TRU used to be the home of Tomica diecast in the US but screwed it up by putting them with the educational toy section instead of the diecast section. This was a bad move on where to place them in the stores. They didn't sell well by putting them in the wrong section. So Tomy withdraws their diecasts from the US for a few years. Flash forward to 2019, Walmart is now the exclusive home in the US for Tomica. Guess what they sell like hotcakes. Walmart probably paid Tomy a large amount to be the exclusive seller of their cars here. The second answer would be the corporate buyers

They have compromising photos of the people in charge of Mattel and Mattel WWE...we're lucky they are only asking for a few figures, they could demand every last elite to be store exclusive actually...SO...BE...AFRAID!

They make some sort of agreement with Mattel to get an exclusive line. The stores reach out to get an exclusive line because it will bring traffic into the stores. Mattel then deals with the store chains buyers and they handle distribution. Mattel isn’t sending directly to stores, just the distro centers. At that point, it’s up to target, Walmart, ect.. to send the merchandise to every store

Obv Billy Miekina hand packs the cases and only sends the good ones to the stores he REALLY REALLY REALLY likes. That's why he wanted everyone to take pics of their stores' Mattel WWE Elite Collection Action Figures by Mattel displays so he could decide which ones were the best. Basically if your store didn't break a certain threshold on the famed and storied MIEKINA MERCHANDISING METRIC METER (M4 for short), you're never getting any of the super rare Mattel WWE Elite Collection Store Exclusive Action Figures by Mattel.
