In theory, anyone they sign to a deal. Scott Steiner seems like a great fit. Like Hogan he has a bunch of looks and lots of easy repaints in different gear. And it's much more of a longshot, but I'd love an Andy Kaufman figure. Muta would be a huge hit.

They can make anyone they can sign. But how many unsigned wrestlers are around whose dolls would be profitable?

I think this would be a perfect way to get Scott Steiner. They could probably get away with using the Hogan mold and just going with Steiner's shorter boots. That would probably be enough to make the height accurate. So a head mold, a boot mold, and a paint job and we could get that Big Booty Daddy. Which is kind of how Storm does business from what I can tell.
I would absolutely love Raven but I'm guessing he would have to be a totally original mold in the way of a Liger. Owen, Raven, and Steiner are my biggest wants by a mile, from any company in 2019, and it's nice to have an outlet to conceivably get those guys, even if it is still a long-shot. It feels like a 0% chance with Mattel.

I would like to see Storm figures of Macho & Warrior. I think we have enough Mattel figures of both of these guys, time for some higher end figs of them. The Hogan figures are my first exposure to this company and I like what I see- I think they would make some awesome figures of Macho if they had the rights. I think Lanny should sign a deal with Storm for some limited edition macho Man figures once the existing deal with Mattel/WWE expires.
As far as guys that Mattel has not made (and never will), Owen Hart would be a great signing for Storm. I think Owen's estate would be willing to sign a deal with them seeing as how they have no connection to WWE and in tribute to Owen they could either donate a percentage of sales to the Owen Hart Foundation OR produce a limited edition figure where all proceeds go to the Owen Hart Foundation.

Scott Steiner would be a great one and there's basically no way WWE and Mattel will ever work with him. But I'm not sure he fits in with what Storm does, focusing mainly on iconic type entertainers and athletes. One name that hits both the US and Japanese markets like HOgan and Liger that's just begging to be done is Bruiser Brody. Rodman and Mr T in wrestling attire would be great ones, too.

Owen was the first name I thought of. Not WWE related so it could all be done on Martha's terms. I dont think there could be a bigger name they could get the rights to. Other names off the top of my head are Brody and Muta.

Owen Hart. 110%.
Martha has shown a willingness to license Owen's name/likeness for wrestling purposes as long as there is no affiliation with WWE.
The only hiccup I can imagine would be which attire Storm could make without infringing on any trademark or copyright restrictions. Unfortunately, his "Slammy Award-Winning" attire may not be realistic as WWE likely owns the rights. The same may go for "King of Harts," but I'm not as sure about that one. With their Hogan figures, they at least had some leeway as Hulk owns his name and several trademarks. This allowed Storm to pull off a great "Hollywood" Hogan despite the letters "nWo" being off limits.
As for accessories, Owen didn't have much outside of the Slammys and titles he won which won't be possible. Maybe an extra head? They may have to be careful with the "King of Harts" or "King of the Ring" name, but including a cape/crown/scepter would probably be fair game.
Personally, I'd take any Owen Hart figure by Storm, but if they could manage to replicate a 1994 version by wiggling around any legal issues, I'd pre-order at least two immediately.

Dennis Rodman and Tyson would be perfect since they have deals already. Tyson needs a regular old figure with black shirt and pants not in punch out mode. Rodman is tall but they could make NBA rodman and eccentric carmen electra Rodman. Scott Steiner already fits Hogan frame so he'd be awesome.
