Tatanka should've had that run with the belt in 1993 after Wrestlemania. Shawn had unfinished business with Marty which was a feud that didn't even need a title. Such a shame because Tatanka was super over at the time and that could've elevated him to the next tier. He had the undefeated streak still, but kind of treaded water for the rest of the year doing little of significance until they made the decision to have Ludvig Borga end it all. Tatanka never even got a shot to avenge that loss either as Borga got hurt soon thereafter and wasn't able to make their rematch at the Royal Rumble. For years I thought Tatanka had a run with the IC. When I started looking back & realised he hadn't? I was shocked. Chavis was super over as that character......He really was. Having Borga beat him was in turn a great way to instantly make Borga look like a threat. They used to have cracking matches in my Hasbro fed LOL

Hasbro must've gotten the memo that he was expected to be a big deal and rushed the figure into development very early. Of course, he was around for about six months and pretty much never seen again once the calendar turned to 1994. It must've been mind blowing seeing a brand-new Ludvig Borga figure on the shelves in the spring of 1995.

Rick Martel M$M Ted DiBiase Matt Hardy IRS Paul Orndorff Bam Bam Bigelow Barry Windham Dynamite Kid if he'd returned in 1990/91 as a solo and not had long-time injuries. Charlie Haas (he showed more personality with his impersonations gimmick than the flashier, but still deserving, Shelton ever did) Joey Mercury (if he had no substance issues and would have made the Hardys-MNM feud even better or a feud with Nitro)
AJ Styles Samoa Joe Bobby Roode
I base all these on being talented workers; obviously other factors affected the reality.

Matt hardy wasn't IC champ? My God where was he in the 00s when they were giving everyone at all a run with it Quite surprising that he never held it, seems like he was always separated from it. - On Smackdown - On RAW feuding with Edge - Back to Smackdown - On RAW but the US Title was drafted to RAW - Back on Smackdown but was face (IC Champ was also face) Seems like the closest he got to it was that brief feud with Drew in 2010 when he was Champ, then again that was 2010 Matt, on his last months in WWE... I'd be down for Matt to have a brief run with the IC Title, this year would've been perfect with Jeff out. V1, Broken, Brood, Big Money, just alternating gimmicks every week with the title.

I have had a bast reading everyones list and there are certainly wrestlers I would have loved to have been intercontinetal champion, but when I really think it about. From the time I started watching in 1989 up to I would say 1999, I am having a hard time thinking of anyone who had the title who I would not have gave it to in favor of someone else.
The two that really stick in my mind are The Big Boss Man who I felt really should have beaten Mr Perfect for the title at WrestleMania VII, even if he only held it for a month or two. Also, I think Tatanka should have won it at WrestleMania IX, again even if it was only for a short while. I love Shawn Michaels, but I feel that Tatanka failing to beat him for the Intercontinental title really killed his momentum and that undefeated streak they praised so highly really amounted to nothing.
On the flip side of that when I actually think about that a bit more, had Tatanka beaten Shawn Michaels then perhaps the events that led to Razor Ramon being the champion which then led to the ladder match may have never happened!
