Rick Martel
Luger(Narcissist run)
Vader( Since he didn't get a WWF Title run, a run with the IC belt would've been great)
Boss Man( should've won the belt at WM VII as it would've been a good ending to his feud with the Heenan Family)
Jake Roberts
Taker( A brief run with the belt in the 90s would've been cool)
Sid
Tatanka(Not a big fan of his but he definitely deserved to win the belt at WM IX)
DiBiase( The IC Title during those days was the workhorse belt so he would've been perfect for a run with it)
Bigelow( either of his 2 WWF runs)

Flair eventually won the IC title from Carlito a couple years before his WM 24 retirement. If the "douglas" answer above is Shane/Dean, then he technically held the IC title too.

Your Top 10: Classic Wrestlers that never win the IC Title: hercules beefcake roberts martel douglas tatanka duggan crush bravo warlord His title reign was criminally short, but Dean Douglas was officially IC champ after HBK forfeited that match. yea i kno bro, his 20 min run due to the clique politics. im talking winning the belt and havin a run with it, even if short. he was a great character but behind scenes pilitics stopped it. same with rougeuas and rockers in other thread, this isnt a technical question, its for us fans wanting wresters to have the belts like they should have.

I will forever stand by the fact that Jake Roberts didn't need any titles....he wasnt that kind of act & Dibiase was 100% above it from the time of his debut. Probably don't have 10.... So with that in mind?
1) Mr Wonderful Paul Orndorff 2) 123 Kid 3) Luger in ether Narcissist or USA gimmick 4) Tatanka 5) Rick Martel as the model 6) Brutus Beefcake 7) Sid in 1995/96 8) Bam Bam Bigelow 9) The Patriot 10) Jim Neidhart (if he had behaved himself as a solo act)

Looking back from the beginning of the IC Title I gotta go with these ten.....
1. Jimmy Snuka - the fact he never beat Don Muraco in the cage is crazy!
2. Paul Orndorff - he had a great match with Tito Santana for the IC Title on the Best of the WWF Vol. 2 coliseum video tape.
3. Brutus "The Barber" Beefcake - in both 1988 and in 1990 it seemed an IC Title reign was gonna happen but for one reason to the next it didn't.
4. Big Boss Man - I think we all thought at Wrestlemania VII that Boss Man would take the strap from Mr. Perfect, but it didn't happen.
5. Ted DiBiase - I really thought it was gonna be Ted to take the IC Title off Bret Hart in 1992, not The Mountie!
6. Tatanka - Wrestlemania IX he was built up so high to take that IC Title and he didn't. He won the match, but not the title.
7. IRS - IRS kind of won the IC Title at the Royal Rumble, but it was the wrong IC Title. The match got restarted and he lost.
8. Lex Luger - I remember a Sports Review wrestling magagzine wrote maybe the Lex Express could refuel on Diesel with taking the IC title.
9. Bam Bam Bigelow - I really thought Bigelow would have had a reign as IC champion at least once, but it never happened.
10. The Undertaker - in 1996 with the feud he had with Goldust you would have thought he would be the one to take the IC Title.
So that's what I am going with for my top 10!

Definitely Brutus "The Barber" Beefcake. Rick Martel could have had a fun run as "The Model". Raven would have been cool. X-Pac
that's pretty much it for me.

Rocky Johnson. When he feuded with Muraco, I thought he'd be bound to win it. Jimmy Snuka. Same with his feud with Muraco. Playboy Buddy Rose. I'm serious. He gave Bob Backlund a run for his money back in the early 80s. Sgt. Slaughter. Would have been cool to see him hold it for a while. Paul Orndorff. Such a shame they never gave him a title.

Tatanka should've had that run with the belt in 1993 after Wrestlemania. Shawn had unfinished business with Marty which was a feud that didn't even need a title.
Such a shame because Tatanka was super over at the time and that could've elevated him to the next tier. He had the undefeated streak still, but kind of treaded water for the rest of the year doing little of significance until they made the decision to have Ludvig Borga end it all. Tatanka never even got a shot to avenge that loss either as Borga got hurt soon thereafter and wasn't able to make their rematch at the Royal Rumble.
