Yes, they're different and it's obvious why they're different but you're arguing just to be obtuse.

Taking a check to do a documentary where she gets to tell her story without any actual wrestling promotion or wrestling people having any involvement with how she tells the story and also where Vice is going to make minimal money because advertising on that show to begin with isn't an easy sell, much less on a network like Vice is different than her handing her husband's likeness over to a toy company to make action figures of her husband depicting his career that she was never a fan of specifically so the toy company and the wrestling promotion they're presumably a licensee with can make a ton of money.

One of those she's not helping the wrestling business, the other she is.

If she was okay with letting wrestling companies profit off of Owen, she'd have licensed him off years ago, she'd have opted out of suing WWE for the Hart Family DVD and publicly speaking out against the Owen DVD they did.
