Hi Couple of question regarding the 1/1800 exclusive piper figure below when did he wear this attire? When looking for this figure some seem to have the red ringside fest 2004 circle sticker on and some do not any reason for this? Is either with or without sticker rarer? Finally am I right in thinking this is the 3rd limited figure in the classic superstars range after the 1/100s and the 1/500 Billy Graham Thanks in advance. With ringside fest sticker Without ringside sticker

I think the figure may be based on his attire vs Bret Hart at mania 8? Think he also wore the black t-shirt later on in his career. If you look on wwe shop you can actually purchase the t-shirt so shows it was warn quite abit or they wouldn’t be selling it.
My 1/1800 piper has the ringside fest 2004 sticker on but as you mention a lot of them don’t. Not sure why? would be interested to know if anyone knows.

I'm not sure why some have it, it could be something as simple as the ones that were physically sold at that particular Ringside Fest had the sticker and a later batch that were sold online later didn't have it. I honestly couldn't tell you but I'd also be interested to see if anyone knows.
To answer your other question, in terms of figures that were "mass released" if you want to call it that (disregarding employee and Warriors), I believe the 1/1800 was the 3rd most limited figure released after 1/100's and the red Billy Graham which was limited to 500. There's also the Giant Gonzales with the fur that was limited to 500 (allegedly) also.

I don't see any pictures of him in that attire. I don't believe he wore a black shirt with the hotrod writing on it. The black shirt he wore later in his WWF run had his portrait on it and different lettering. I believe the WWF sold black shirts with the hotrod writing on it, I believe they also sold a blue shirt with the hotrod lettering on it, but I cannot find any pictures of Piper wearing that shirt. Here is the shirt he wore at the end of his WWF run in 1991/92.
