since we all know Slaughter won the title purely to drop it to Hogan, it beggars the question of who else there was that might have made a credible challenger to get the belt off Warrior and carry it into WM. There were high profile heels like Savage and DiBiase, but they would have been a rehash of programs that had already been seen. About the only one I think would have been viable was Jake Roberts, but he also had been far from the main event for a while and any build up to him winning the belt would have been just as rushed. Any other names come to mind?

One would of course also have to pretend that the Gulf War wasn't going on at the same time, but there really weren't any main event level guys who could step in at that time. That's part of why Warrior's title run was "lukewarm"...both he and Hogan had beaten everyone.
Basically, Hogan would have been the only guy big enough at the time.

Maybe Earthquake? His feud with Hogan really never got televised closure. I guess eliminating him from the 91 Runble was it. Take that away, let Quakes team go over at Survivor Series making him #1 contender and he beats Warrior.
Obviously I don't need a Shiek Quake so let's not play up the Gulf War angle but Mania 7 could have been the blow off with him and Hogan.

I would have loved to have seen the Ultimate Challenge II. WWF World Champion, the Ultimate Warrior vs. WWF Intercontinental Champion, Hulk Hogan. Maybe even have the Hulkster turn Heel and take the role of the Iraqi Sympathizer. The heat would have been incredible.

It was going to be Tugboat. He was to get the Iraqi sympathizer role. But since Vince was able to sign Sarge, he went with Uncle Bob. This is pretty common knowledge. He was going to be called "Sheik Tugboat". Imagine THAT trying to sell out 100,000 seats.
But if you're asking with the Tugboat thing not being an option? Back in that time I would have turned Bossman heel again and he could have had a half way decent main event with Hogan.

I strongly believe they were going to go with Macho King (to get a title shot since Warrior denied him one he was going to put up his career) vs. Warrior (Champion) as the main event and Vince got turned on by the events in the Persian Gulf that he had to make Slaughter champion instead of looking at how Macho and Warrior were SELLING out on house shows as early as 1989.
For the Royal Rumble Earthquake maybe if they prolonged the feud properly and making him unbeatable.

I think the best answer is Hogan vs Warrior II, have Warrior carry the belt into mania and Hogan win it back. You can even have Macho still hit Warrior with the Sceptor here so you don’t give Hogan the clean win back. You move on to Hogan vs Taker at Summerslam then Flair at Mania and plan for Warrior vs Macho at Summerslam in the loser leaves town match.
