Jim Cornette just talked about this on his podcast. The WWF did this a lot back in the day, the whole reason was basically to troll the "smart" fans and the newsletters. They had Lex come out with the title to basically swerve the dirt sheets into thinking that Lex was going to win the title or have the fans there think they got a scoop and whatnot.

I have to say though.... the WWF Title looked great around his waist!
SummerSlam 93... it should have happened. Lex had USA, the fans and the entire world on his side at that PPV. A count out victory killed Lex's momentum, and fans I think stopped caring a bit. I know I did. I was 12 years old then and I thought, "wow... Lex didn't do it on his first try, I know now he won't ever be able to do it." And I was right.

It was the most damning moment of his WWF run, I’m honestly surprised he was there for another 2 years following this. It’s another case of Vince giving somebody the silver medal but throwing a gold medal celebration. They had the balloons and all the theatrics because he won by count out? This is the most confusing thing to me about Vince McMahon, he goes and pushes Luger to the moon, he gets him his own bus, he goes to the length of putting hundreds of balloons in the ceiling to fall when Luger wins...would it have really KILLED him to just have Luger win the title after ALL THAT!? haha ya know? Like, what would have been the big deal at that point, just have him win it! It’s the equivalent of packing your bags, reserving a hotel room, buying a plain ticket, going to the airport and deciding....never mind, I don’t wanna go. I don’t think McMahon realizes how damning something like that was to Luger. It would have been less damning had he won and flopped as a champion because this way, it just made no sense. Lex Luger looked like Lex Loser here haha, why would he celebrate a count out victory in a title match? It made him look so second rate and he could never recover from this in WWF The whole PPV was USA themed! It was like the biggest disappointment possible. Imagine if New York scheduled a victory parade for the Yankees IMPLYING they would win the World Series...they lose...but they still have the parade. How ridiculous would that be haha

even as a 13 year old I was like...WTF are they celebrating LOL. Paul Bearer said on his shoot that the crowd had seriously cooled on Luger by Christmas 1993 and his bona fide RR win turned into the split then. there were a couple of NG shoots that said Luger was phoning it in like crazy and sometimes crowd noise for him had to be piped in.
I think Borgas injury also effected Lex push to the title or presence in the uppercard.
