Pretty much every tag team has one. Even if it isn't super clear or both guys are fairly even, one is almost always better or had a stronger singles run. When deciding if there is any exceptions to this rule, I thought of some that spring to mind:
Public Enemy Misawa & Kobashi Jumbo & Tenryu The Wild Samoans The Ascension The Highlanders The Dicks The Heart Throbs The Gymini 8-Ball & Skull (The Harris Brothers) & ofcourse Los Conquistadores
Most but not all of these are teams that never truly broke up and either partner didn't have a notable singles career.
Three modern examples I can think of are the Revival, AOP and American Alpha but ofcourse since this is classic, forget I ever said that.

The Ding Dongs The Conquistadors (Wow, imagine them in a feud!!) The Headhunters The Cole Twins The Highlanders The Bushwhackers The Beverley Brothers The Harris Brothers The Miracle Violence Connection The Colossal Kongs Sheik and Volkoff maybe? The Koloffs? Nikita was heralded as a potential up and comer at one point and Ivan was a former WWF world champ.
What about the Killer Bees? Wasn’t Brian Blair in AWA or was he just a jobber to the stars/mid carder like Brunzell?
The Dream Team, Rhythm & Blues and the Nasty Boys are debatable and I personally can’t quite decide.

Okay, well let's be honest, everyone is pretty much naming off tag teams who didn't split up and if they did, they didn't have a huge break up.
To me a tag team that didn't have a Jannetty when they broke up was the New Age Outlaws. Both Billy Gunn and Road Dogg were gonna be fine on their own. And they were in 1999 when they split. And in 2000 again when they split. It wasn't like one of them did nothing while the other did great things. Both were super over one way or the other.
Edge and Christian
They broke up in 2001 and both went on to win the IC Title, Christian won the European Title, both went on to win the Tag Titles with different partner, and both went on to win World Titles.
Same with Jeff and Matt Hardy
So there is quite a few right there that didn't have the Jannetty complex to one of the teammates.

both had similar good careers outside of the tag team and both were equal imo, when teaming until very end when ax got old/injured

I'd say the APA didn't have a guy in the "Janetty" role. It may have been at different times, but they both had main event runs.
