So Greg was scrapped but Honkytonk was not. Yes, the black hair Greg gimmick was going to end BUT Honkytonk himself was leaving WWF around the same time. Why scrap Greg and not Honkytonk? If it's cost cutting, then why not both since Honkytonk was probably a bit more costly with the leg details.
My only belief would be that Honkytonk was planned and produced months earlier. IIRC he was one of the figures pictures in the WWF magazine that showed the painting process of figures. They def. showed the Rockers and Macho King. The 1991 line was based on the late 1989 outfits of most wrestlers so I think Honkytonk was produced well before black hair Greg became a prototype and once the gimmick ended and the line came about they needed to put out their Honkytonk stock.
Was Honkytonk a late addition to the singles set? Like did he come out a few months after the other singles? I know they had Rhythm and Blues noted, not pictured, on the bottom of a few early singles card backs and IIRC Rick Rude was pictured in the place Honkytonk was. Does anyone remember getting him at a later time in the stores? I remember buying him at a Hills store in PA but I wouldn't be able to remember when exactly I picked him up.

Honky was gonna be a rerelease ala Demolition Smash.

Honky was the last figure I found in series 2. I got him at KayBee toys well after I had the rest of the set and they had lots of him. Almost like they had gotten a case of only Honky. Looking back it makes me wonder if he wasn’t a late edition to that wave after they cancelled the RnB 2 pack.

Rude was definitely slated for the singles spot Honky got as he was pictured in either a toy fair or hasbro catalog and the next time the series was pictured in a catalog it featured Honky. Another strange thing about 1991 Hasbro is that Andre and Akeem were continued to be pictured on the card backs and yet they weren't featured in the catalogs at the time.

I thought I heard a long time ago that the reason they changed the Hammer figure is because he changed his look (went from Black to Blonde) and they (WWF) didn't want a figure of a wrestler out their portraying a look he wasn't using anymore. They really should have just released the Rhythm and Blues set and added the updated Valentine to Series 3.

I thought I heard a long time ago that the reason they changed the Hammer figure is because he changed his look (went from Black to Blonde) and they (WWF) didn't want a figure of a wrestler out their portraying a look he wasn't using anymore. I don't know that I buy that given how outdated Savage #2 was by the time it came out and especially Savage #3.

No clue when I got him/he was released, but they were certainly not going to release a Greg with a prior gimmick. Gone or not, Honky always looked the same.

Thanks for the replies, everyone. My best theory is Honky was already made in bulk by time Greg had the black hair gimmick and then the tag team was in the works. When it was known Greg would be either let go or change back to the blonde hair, the R&B version was scrapped. Since Honkytonk was already produced, he wound up being released as a single despite being gone. It was funny watching the Royal Rumble 1992 video and seeing the 1991 series commercial with Honkytonk and Dusty who were gone for over a year and also green suit Ted Dibiase since he hadn't worn that in almost 3 years. I guess the theory of Hasbro not wanting to do a dead gimmick is logical considering they scrapped plans for Tugboat and Hart Foundation Anvil.

I couldn't find Rick Rude anywhere around here (West Virginia). No trouble at all finding HTM, he was everywhere. I only found Rick Rude (and Dusty, for that matter) on vacation in the Myrtle Beach area.

Hasbro always seemed to scrap the releases of figures when they knew that particular wrestler was about to leave the WWF.
Brutus Beefcake left WWF in April 1993, shortly after wrestlemania 9, so hasbro scrapped him in his mega-maniacs attire. Tugboat saw a prototype, but never got a release as he shortly turned into Typhoon.
I'm also under the impression that the reason series 2 tag team set of Demolition is rare, is because WWF broke up smash and crush after wrestlemania 7
