These lists are all pretty interesting to look at. My list would have to be:
1. Bret Hart - I mean, come on that's a given.
2. Yokozuna - You really can't make this list without having one of the top heels at the time.
3. Shawn Michaels - His star was on the rise and he was delivering as one of the best up and coming heels on the roster.
4. This would have to be a tie for me. Razor Ramon/Mr. Perfect/123 Kid - Razor and Perfect for obvious reasons. But 93 was THE YEAR for Kid. People absolutely loved him and the WWF treated him very well with his mini-push, especially at Survivor Series of that year with Razor's team.
