Yes but again my memory is foggy on this because it was 10 years ago, but when Jakks lost the WWE license to Mattel but got the TNA license Trevor asked Jakks to do a RSC exclusive Surfer Sting and he was told something along the lines it had to be pre ‘93 because the WWE had the rights to anything post ‘92. So that was why he picked the American Sting attire from his match vs Muta. So if Jakks couldn’t do WCW Sting attires post ‘92 then maybe Jazwares would still have the same restrictions? Again that was 10 years ago, so I hope they can do any WCW and TNA Sting, but if they were restricted back then they could still be restricted today to NWA & TNA attires. I hope that’s not the case, but I don’t know what would have changed. And I don’t think Sting had a Legends deal yet back then for that to have been a factor on why the ‘93 until the end of WCW was off limits to Jakks.
Honestly it probably had to do with them licensing the NWA logo for the LOTR line and WCW splitting from the NWA in 1993. Can't use the WCW logo on the LOTR packaging because WWE owns it, so they couldn't use anything after they left the NWA and theu always had the promotion logos on the LOTR packaging, so to do one without it would have been weird. It probably had nothing to do with the ring gear itself, since we got two Storm Hogans based on WCW and several based on WWF/WWE and all of those characters in the LOW games.
