Kind of a long shot here, but I know some of users on here got some pretty close connections, I would love to get a Mattel figure made of my son for his birthday, I’ve never heard of Mattel doing custom work, but if anyone knows if it’s possible or maybe even a GOOD reputable place that would (although Mattel is obviously preferred) please let me know

Mattel doesn't make custom figures. There tons of people who make custom figures, some doing higher quality work than others. You can also check out the fix-up thread for some great customs users here have made, though I don't know of anyone who takes commissions.
Price is generally going to depend on how involved what you want is, the parts required, and who is doing the work. But if you browse social media you should be able to find some accounts of folks who take custom commissions and can check out some of their work. Again, quality and turnaround times will vary widely, so do your homework before you put any money down. I would caution that most customs aren't really meant for anything beyond posing or maybe very light play without paint and decals chipping. Just something to be aware of before you spend a decent chunk of change.

Thank you for the reply, I myself am I customizer I have been for about 15 years, just not comfortable with my kid playing with a custom figure made by a non-professional, I especially do not trust my little guy with the sculpty lol

You can google them (as I don't think I can list them here) but I have seen a website out there in figurelandia that you can make a custom figure of any IRL person. You just send them headshots of the person, pick out a scale/body and off you go. However, it might not work out too well because there isn't a body selection available for child/wrestler. If you picked that company, whatever figure you made, it'd come out as an adult wrestler with a child's head.
Regardless, you're looking at at least 100 dollars there right off the bat. A full bill minimum.
I recommend putting in "Make an action figure of yourself" as the search term. Go from there.
Best I can do.

Yes I know the place your talking about, doesn’t seem like too great of quality to be honest but might go that route, please anyone, feel free to DM me if possible some options is it’s not allowed on this board, it would be greatly appreciated, and honestly I’m willing to spend what I need to in order to get it done,
