I'm in the group that will say definitely Muta. Between the accomplishments he's had both in the ring and outside of it, as well as the number of wrestlers he's influenced Muta would have to be the biggest star to never work in the WWF/E. Part of me gets bummed out by that, but then another part of me is glad it never happened either.

To be different I’ll say Stevie Ray. Always surprised me Harlem Heat didn’t have a WWF run.

I don’t consider Magnum TA because that car accident took his career away along with any opportunity to go anywhere else.

I'd also say Muta, surprised he never made any appearance after he first left WCW.
Also did Chono ever appear in the WWF/WWE?, that's another former NWA Champion that I don't think ever had a run in the company.
