What mattel figure body type and black shorts would be any easy head swap with a jakks Scott Steiner head for a custom.

If you have some extra smaller knee pads I’d say the Elite 46 Rusev
You’ll have to remove the tattoos and body hair and paint for the tights on the waist but “goof off” works great on that. Better than acetone.
Or if you want a smaller more ripped looking Steiner you could use any Elite WWE era Goldberg. Just swap out the hands and remove the tattoos and body hair.

Using goof off on the torso can damage the plastic and leave a chalky white appearance wherever you apply it. Torso and crotch pieces are much thinner than any other piece on the figure. You can still do it, but you’d probably need to paint over the area you used goof off on.
