Gotta disagree hard with Davey being unpopular or unworthy of being a top guy.
Early 90s Davey was one of the most over guys on the roster, to the extent they built SS92 around his popularity (not to mention the crowd lets out a visible sigh of disappointment when he's eliminated from the Rumble that year).
He could have been a lot more had he kept his nose clean (figuratively and literally).

They could have gave Davy a title run in WF in early to mid 93 to replace Bret in my opinion

The only time I can see Davey getting a run with the WWF Title is in 1996 where he beats HBK for the belt instead of Sid. Davey was a fine uppermidcarder but I don’t think he’d have ever been a better option at the top over guys like Bret, HBK, and even Diesel.
And I don’t think his personal issues are the only reason he never won a world title. It’s been said that following his match with Diesel at IYH 4 Vince threw his headset down and uttered “horrible” following the match. I think if Davey was able to carry anyone to a great match like Bret and HBK, Vince may have trusted him more with a potential title run.

According to this site it's George Steele. Muraco is second. Clearly the list is using houses but Goldust is on the list. I don't recall Goldust getting a televised title shot. Most Title Shots Never Won8/19/96; Wheeling, WV; Civic Center
Raw Championship Friday - 9/6/96 - WWF World Champion Shawn Michaels (w/ Jose Lothario) pinned Goldust (w/ Marlena) at 11:55 with a moonsault off the top after avoiding the Curtain Call; prior to the bout, the Undertaker cut an insert promo about his Final Curtain match against Goldust at In Your House; during the match, brief clips were shown from Michaels' Playgirl photo shoot; Mankind was shown backstage during the match in which he said he had a surprise for Michaels; after the bout, Mankind ran through the crowd and into the ring but Michaels escaped both Goldust and Mankind, with Bearer then climbing in the ring and smiling at Michaels as the show came to a close.
