Mick Foley is a legend. No doubt. One of his greatest skills was getting others over and remaining over himself despite being on the loosing end of the majority of his feuds throughout his career. My question is, is Foley the greatest “jobber to the stars?”
He made Vader look like a million bucks in WCW, helped evolve Taker’s character throughout the back half of the 90s, gave HBK the best match of his title run in 1996, was Austin’s initial feud in 1998 following his title win, undoubtedly helped bring HHH and Rock to main event status, and was critical to the development of both Orton and Edge years later. And despite loosing all these feuds, he still remained massively over to the point he had a legit argument to be placed in the WM15 main event (at the height of the Attitude Era).
I honestly can’t think of another performer who got over as a main eventer to the level that Foley did while taking so many losses to top stars. In recent years, Ambrose/Mox’s WWE run had a similar feel to Foley, but even then he never got close to the level of popularity that Mick did.
Any other performers compare to Mick in this regard?

I wouldn't say he's the greatest Jobber to the Stars. It’s not a knock (Foley was a huge star himself). He was just known to lose the majority of his feuds which I why the term seems to fit. If not this how would you describe him?

I would say so, all of his big rivals he was pretty much definitively beaten by. And he rarely beat them in return. However, he was always a key main event player.
He reminds me of one of the greatest battle rappers to come out of the U.K, O'Shea. He is renowed as a trailblazer and legend of the game. But most of the big battles he was ever in he lost, and has even lost a bunch to underneath guys. Tommy Dreamer is another good wrestling example.

He’s had a lot of high profile wins including three world titles. He was at one time touted as the guy who had the most wins over undertaker. At his height he was a legitimate main event top guy. There is no way he should ever be considered a jobber to the stars.

Flair? Flair would win the World Title so that he could job out to the next star haha. He was like the highest class jobber you could have, a guy who jobs belts.
Ric Flair & Foley are cut from the same cloth though because you always want to beat them up in a video game, not really play as them.

Also didn't help that he wasn't considered a top name in WCW and was a heel for a lot of his prime in WWE. By the time he started to get recognition and reach "superstar" status, his body was breaking down after years of abuse and he became even more focused to get others over.

You could call Kane and Taker jobbers to the champions. They both lost nearly every World title match they were in.
The thing with Foley is he was already a huge star when he came to WWE. He also had a unique wrestling style and the bumps he took made his matches legendary. He lost nearly every feud, but it didn't hurt him and he put so many guys over throughout the years. I would even go as far to say that he made HHH & The Rock main eventer's and he even gave The Undertakers character a new lease of life.
The fans back then didn't care either about his win/loss record. They loved Foley regardless.

Mick Foley wasn't meant to be a main eventer, guys like Kane and Taker were.
So yes, I will agree with that. Mick Foley was definitely a main event jobber. His WWE Title reigns were transitional. He was used to get Rock and Triple H over.
His WWE Title wins were to get Steve Austin over (Austin hit Rock with the chair so Foley can get the win, and Austin was jobbing at SummerSlam but Foley had to take the win to put over Triple H the next night).
