That’s tough.
I’d probably go, in no particular order:
Brood Hardyz. One of my favorite tag teams, comes with cloth shirts, necklaces, extra hands, tag titles. No brainer, I have a set loose and in box.
SES Punk. Just a really well done figure in cool unique gear for him. The head could be better, but has the mask so doesn’t matter too much. I have one loose but wish I had one minty in box.
Wolfpac Sting. This could honestly be a better figure, but Sting was my first favorite wrestler and this is honestly my favorite look of his. People hate the idea of Sting in the nWo, and “tomato face,” but 8 year old me thought it was cool.
So many good ones. Runners up would be the other 4 nWo figures (Hall, Nash, 2 Machos) WM8 HBK, 2003 Kane…

NWO wolfpack Macho Man I like this more than the regular NWO Macho Man
ECW Matt Hardy I wanted that championship for so long and they finally gave to us it with this release and the figure was solid too.
