Ringside stands will keep them in place

I got 3 4 shelf book shelves and have about 120 or so on each shelf , never had any fall unless the shelf was hit. May need to check the shelf and make sure it sits level and doesn’t vibrate around

Unfortunately there's not much you can do if you're already sure it's on level ground. Maybe just ask your kids to walk quieter? I have a couple detolf shelves from Ikea and if you get real close to them and walk you can hear it settling and moving and whatnot. And I've tried every which way positioning it.

use gorilla glue to them down. that way, your kids won’t be able to run around anymore

The Ringside stands would work. Though a cheaper option would be Blu Tack, then putting a bit on the bottom of each figures foot.

I put some mounting putty on some of figures feet.

I put some mounting putty on some of figures feet. Same. I got the blue stick rack stuff and works great for my Marvel Legends that have wobbly legs. My WWE are usually fine. Some legends have loose ankles. Can put some super glue in the joint and work it til it dries.

Either they have no leg joint movement or they can’t stand on their own while holding the weapons.

I have 4 tiers of a shelf full of figures. The shelf is close to the door too. None of the figures topple over when I close the door
