I think if your primary goal is to maximize profit then you are better off selling belts separately. Figs individually plus belts individually. If you are patient I think you could bring in ~2k before shipping and various selling fees. Also, I’m happy to be your “executive consultant” in exchange for the Perfect fig

This brought up memories of my past collection. I had a pretty nice collection and sold it all, just to regret 1.5 years later. for the past 2 months I've been rebuilding my collection starting from nothing. Sucks though because I have to pause my collecting when I leave for school in two weeks. the lesson I learned was not to sell my collection even if I'm bored of wrestling.
Even though I'm a mint in box collector, you have a very cool collection. Your best bet would be selling the figures with their accessories/belts together not separate. Sell the figures individually though not in lots since you would be losing money.

Sell the figures individually, but including their accessories. I also sold my entire Elite Collection. Individually. Take your time. Don't sell anything rushed. I can't say anything about the value. I'm not in the figure market. I only collect Ultimates Editions (Box collector)

That JBL..... Is JBL highly valued? I’ve got two of them and that figure was not hard to come by. Only JBL ring gear figure they made and always missing accessories when sold from what I've seen. Plus that belt was not included with many figures.

This is a great collection, some good value in those figures. Difficult to put a price for everything but definitely check sold ebay listings to see what items have gone for recently. In terms of selling belts, as a buyer I like to see figures include all their original accessories but likewise sold listings will show you what sells for higher if you want to split it up. DM Flair, Funko Flair I know sell for a nice amount though as does HoF Piper.

As others have said, you will definitely get more to sell individually -- I think belts vs figures is a preference that will even out. It will probably take longer to sell some belts, and some people won't buy figures without the accessories -- but you will get more for the belts possibly.
If it were me, I'd probably take less money -- since I can't imagine how time intensive this will be to not sell in bulk...

The original head looks nothing like him.

For a small collection, that is truly magnificent. You've got some winners there.
Naturally, you are going to make more money if you part it out, the question is how much is your time worth. That's the biggest thing I tell people who want to sell things online. How much is your time worth? Because time is money and you need to calculate how little you'd be willing to take for these vs how much time and effort you are going to put into selling it. Remember that more packages mean more trips to the UPS store (or Post Office) and more money spent in packaging materials and such. You can offset this by raising shipping costs but a higher shipping cost can scare away some buyers.
Also, please note that without being an experienced secondary market seller, you likely won't get top price for these. Feedback matters and "Feedback as Seller" really matters. If you don't have a reputation as a good seller on ebay, people won't be as willing to pay you what the figure is worth. Usually. I've seen some people, first time sellers, post their entire collections piece by piece loose and still make a mint. But do know that if you do something like this, you will run into one major possible logistical issue...
Combined shipping.
Because if you do part out the collection at once, and someone buys several figures, they are going to expect a discount in shipping. And how much you discount that can affect feedback ratings as well as your bottom line. It's a fine line between giving someone a discount and eating into your own paycheck and in a case like this, I recommend taking all aspects of the sale into consideration.
Mind you, I'm not a seller. I've sold one item in my life on ebay. However, I have been buying loose figures on ebay for 20 years now, multiple figures, multiple times a week. I stalk that site like a animal stalks its prey and I have seen sellers get burned. I have seen buyers get burned. I myself have gotten burned. It's a rough market, now more than ever, but you stand to make some money with what you have here. Just take everything into careful consideration before you start listing things and plan for every accordance. Plan for a scenario where one person buys the entire set, and plan for a scenario where every piece goes to a different seller. Both are always a possibility.
What you do is ultimately your choice. Choose wisely.

I'm currently in the middle of selling a few loose figures on ebay too. It helps to search completed listings to give you an idea of how much they've sold for recently, and also what didn't sell because the seller was asking for too much.
Having all of the original accessories is a major advantage but you don't always need to include the belt if it's a sought after figure. The figure will sell itself and you can get extra for the belt separately. The only one I did include the belt with is Zack Ryder's elite with the Internet Championship because that is very specific to him and helps sell the figure.
Some figures are just not going to sell well solo, such as Cena, Wyatt (except Ultimates as they're more desirable) and Reigns because there are so many different figures out there already of guys like that. So they can go into a bundle instead of just making a few quid/dollars on each one.
