I know it is totally unrealistic but I would love to see them do the missing world champions: Buddy Rogers, Ivan Koloff, Pedro Morales (Pedro was the first triple crown champ!). I would also add early 80s Ken Patera and Adrian Adonis.

I don’t think it’s a question you can answer because ‘biggest’ is relative
Like ‘officially’ (for want of a better term) your probably looking people like Buddy Rogers, Thesz etc. Look at the sort of attendance figures back then, the amount of people watching wrestling was crazy stupid compared to today for a variety of reasons.
However who today would buy a thesz or Antonino Rocca figure - big hairy men in plain tights don’t look as good on a shelf as the colourful characters we have
Also to a lot of people today those names won’t mean much
A lot have mentioned steiners and don’t get me wrong I love them / especially the Michigan jacket era where they hit so many unique tag moves and were innovative but they were together on top at a time when wrestling wasn’t all that popular, snd during the attitude era etc when business picked up they were never as singles the top star, scott may have held titles but it was when titles didn’t mean much snd Goldberg etc were still seem as the top of the pile

I'm surprised no one has mentioned captain lou Albano or Sable. Haku, Jesse the body ventura, Steiners, adorable adrian adobis, mr fuji, cyndi lauper, barbarian, sunny, adam bomb Yeah I think people forget how popular Sable was for a while. She was probably just under Stone Cold and Rock as far as crowd reactions and marketing push. She kinda falls in the category of Limp Bizkit, Nickelback, and Creed where people wanna pretend like they were never into them. The wm15 era Sable with full hair, black leather bodysuit. Iconic. It would fit in well with Austin, rock, kane, taker, and an attitude era set up. She's been on bad terms and probably soaking in Brock money but a Sable figure would be a welcomed addition to the line.

I would add Moolah to the conversation too. Big name synonymous with women's wrestling for decades. I know a lot of people wouldn't want her with her nasty reputation but big name not been made. It's up there.

Thankfully we're finally getting an Owen Hart, not by Mattel, but still.
I'd say Scott Steiner and Double J are the big two. I also have no idea why we don't have a Mr. Fuji 11 years into the line.

Those who are asking why the Steiners have not been made can thank Scott.
He flat out refuses to sign any kind of deal with WWE.

The Steiner Bros, Tazz, Raven
I’m sure there are older names like Bockwinkle, but the above are from my generation and are more desperately needed.

Only problem is they don't have a muscular buck big enough for a classic Tony figure. The guy was a monster.

Jarrett and Scott Steiner are the biggest ones left I think. Maybe Pedro Morales and Buddy Rogers but that’s going way back into the past

Yeah JR said on his podcast, Sable was the second biggest draw for the WWE behind Austin for a short period, and could basically name her price to the company. Pretty crazy for someone with almost zero wrestling ability.

I still remember when Luna came out and told Sable that the only reason she held the belt was because of her looks.
I became a Luna fan instantly over one line in a promo.
That said, yeah, Sable was really big there for a bit. She was one of what, three womens wrestlers in the entire company? Not including Chyna who was wrestling the men?
Then stuff went down, the division got rebuilt, and she went away.
Still would like a Sable figure regardless, just to fill the gap in my collection.
