It's barely starting to show up in stores so it's almost impossible to say tight now whether it's rare or not.
That being said, it's definitely the most popular figure from the Hollywood line series 1, so I definitely expect it to be somewhat difficult to find.

I have a hunch he is short-packed or shipping in a separate case given people have been finding almost entirely Rocks and Cenas...

From what I've seen they all come packed separately so maybe he hasn't caught up to the other two yet. Here in Canada we are drowning in Rock figures.

I was at Walmart last night when they were unloading the pallets, each figure comes packed in it's own marked case. They had a case of Cena and a case of Rock - - - we weren't able to find a case of Piper  the kind employee even helped me look! |

Also, I wouldn't call They Live a Hollywood film, it was an independent low budget film that became a cult classic, much like most of John Carpenter's films.
I'd love to get one here in the UK, but we don't really get much in terms of exclusives.

its the same as everything else....theres an initial shipment thats low, and then these will be flooding every walmart in the country by christmas, to the point we will all be complaining how much space they are taking up and no new elites are coming in

3 Walmart are me got only the Rock figure. One store had 8 the other 2 had 4 each. No cena no piper
