Edge was retired almost a full year by the time Elite 13 came out, he would’ve been eligible but Christian wouldn’t be.
Ironically Edge is finally getting a Legends figure and he’s on the active roster again. It’s a good thing they got rid of that rule this time around, cuz like half of every Wrestlemania card the last 10 years is the only legends they have available to them now that everyone is getting fired
