We all know the Bad Guy Razor Ramon, Scott Hall would've been World Champion, and if so would he have some good reigns as the top champion in WWE & WCW. My theory is yes, he could've been a World Champion in the WWE. Although he was booked strong, popular favorite in the New Generation Era next to Yokozuna, Bret Hart, Diesel, Shawn Michaels & The Undertaker. But what if he was the WWF Champion in 1995, What if the Diesel Era never worked and the Bad Guy Era worked?.

We could have gotten Diesel and Razor trade wins/loses in a feud for the WWF Title which would have saw Razor win the big one at least once or twice.
We could have seen Hall win the WCW Title at least once or twice around 96-2000.

From interviews he has done, Hall has said he didnt want to be the world champion because somebody with his personal demons shouldnt be the face of the company.

I feel he could have been a world champion in every organization he worked in. But I also feel he didn’t need to be one.

He could have absolutely been at almost any time from 1992 to 1999 or 2000.

Like others have said, I never felt like he needed the world title. He actually made the intercontinental title seem really important.
If he were to be a world champion, I would have more likely seen it during his WCW run. I think when he was the lone wolf would have been cool added an extra dimension to both sides wanting him.

Razor was over like crazy. I’ve always believed that if it wasn’t for his personal demons that Vince would have strongly considered putting the world title on him over Diesel in 1994. We could have easily had a heel Diesel take the belt from Bret rather than Backlund (builds Diesel more heel heat), with Razor and him trading the belt a few times in 1995 before Diesel ultimately puts Bret over at Survivor Series 1995. Everything else remains the same.
As for his time in WCW, even with his personal demons, it’s weird he didn’t get a quick title run in 1998/99 when the title started to get passed around more and more. It tells us alot about Hall’s personal struggles that David Arquette would get a world title win yet Hall didn’t in his time in WCW.
Hall never needed a world title as he always made the belts he held more important by just holding them, but man he’s one of the guys that truely deserved a run with one.

He was a guy was over without a belt in an era before the "you deserve it" championship runs. He's arguably the most influential wrestler to never win a world title. But it never felt like he needed one. I do think it's a little bit of revisionist history to say that his personal issues would have been a dealbreaker.
Shawn was a total train wreck during this period plus, and Vince basically built the entire show around him throughout 95 and 96. Turning Hall in early-mid 95 would have made sense - the roster was crazy unbalanced at that point with a bunch of top faces and basically no legitimate heels beyond Owen and Sid. But business was way down, and I wouldn't be shocked if Vince wanted to cling onto the merch revenue that Razor had as a face. Vince clearly was all in on Diesel's face run until it kept treading water, so I don't think Hall as a face champ trading with heel Diesel would have been in the cards.
Hall in the main event picture would have been a lot more engaging than his feuds with the Million Dollar Corporation and Jeff Jarrett.
In WCW, no. He was so insanely over in 96 and 97 that he didn't need the belt. And after the Goldberg feud, it felt pretty clear that personally and in the ring he wasn't in the kind of shape where you'd want him on top.

He definitely should have been wcw champion. If he didn’t leave wwe in 1996 I think maybe eventually he would have won their world title.

I’d have to find the shoots but I remember various producers and performers around 94-98 saying HBK was like working with an angel compared to Hall (and HBK was a train wreck as you mentioned). HBK still managed to make his appearances and perform in the ring for the most part. Hall was known to no show events and simply “disappear” at times. In most situations I’d agree that “personal demons” don’t mean squat if you sell tickets, but from most accounts Hall’s problems were some of the worst the business has seen (and WCW did him no favors either by turning it into a tasteless storyline in 1998).

I think one of the reasons Hall moved on & started making enquiries was that he was starting to be on the losing end of things an awful lot...He said in his 1st(?)shoot that with rumors of Mero coming in, Johnsons push and the Warrior returning he felt he was going to get pushed down the card. I think he was pretty much spot on.... He was scheduled to regain the IC strap at WM12 but he felt it wouldnt have remained that way or would have been transitional. He felt he still would have been fed to Vader & definetely would came out on the losing end of the Goldust feud. I always found Halls shoots comments to be very honest and never wavering(unlike Nashs) so its food for thought too....

Hall himself had always said it was about the money (which it was), but others like Nash have said that Hall refused to be pushed to the top of the card due to his own problems and feeling that a champ needs to be dependable. As for where he’d go had he stayed in the WWF, I don’t really see Razor moving up further and have heard he was concerned with his spot at the time as well. I think another problem is that in today’s wrestling landscape, fans think that everyone should be given a “thank you” reign with the world title. Back in 2000, nobody was really complaining that guys like Hall never won a world title. He was being celebrated for being a 4x IC Champ and founder of the nWo. Not winning a world title wasn’t the end of the world. But when career midcarders like Jinder, Kofi, Swagger, Big E, ADR, Miz, etc… are winning world title today, I think it makes fans go “if this guy won a world title, this guy should have!” Which isn’t wrong necessarily, but it never use to be a big deal to not win a world title until recent times.
