For myself ill say William Regal and Goldust
Regal was one of the best heels of the Ruthless Agression Era and did put on some really good matches and I'd consider him safe to work with as I don't recall anyone who was injured or had anything bad to say about him, I feel he deserved at least one World Title Run.
Goldust was always a fun character for me and like Regal he's one as I got older I began to respect more, he was a good guy who could put on some good matches and while the Ruthless Agression Era Goldust was toned down to a comedy charecter I still enjoyed him everytime he would return, I think his best chance as champion was during the Attitude Era

Piper will always be my answer to that one.
If we're talking guys we really liked that wish had become something more, one of my childhood favourites was Test. I wish he had been bigger than he was, I always felt he was a guy they could have went all the way with and never did.
I'll throw in X-Pac in this argument too.

Top 5 for me: Rowdy Roddy Piper (Easily could have been heel champion in 1984/85) Mr. Perfect (Looked to be on his way in 1991 until his back injury) Mr. Wonderful Paul Orndorff (Like Piper, he easily could have been heel champion in 1986/87) Ravishing Rick Rude (Though he did wear the big gold belt, technically that was considered the International Heavyweight Title, not the WCW World Title) Jake the Snake Roberts (Never really needed a belt, but was one of the most over wrestlers in the 1980s, definitely had the skills and popularity to be champ) DiBiase could have easily made the list, but like Grenouille, I already view him as Champion - he even made title defenses at house shows for a week after "The Main Event".

Piper. Wouldve loved to see em beat Hogan at WTSTS. He no doubt wouldve lost it at Mania but that month with him as champ wouldve been gold

Owen in 94 is a big one. Could have won at Summerslam and then dropped it to Diesel after Survivor Series.

For me its Mr Wonderful Paul Orndorff. I think had he defeated Hogan for the belt and Hulk won it back from him it would have been huge.
Other favourites of mine that I would have liked to see win the big one in WWF & were realistic?

I’d say Rick Rude but I consider him a former world champ. Anyone who held the “big gold belt” is a former world champ to me.
So I’d say Owen for me. He was on fire in 1994 and it’s a shame Backlund was the one to take the belt off Bret and not Owen (and I’m a fan of Backlund’s run in 1994).

British Bulldog is my top pick for this. And I am not talking about the 1995/96 WWF Title shots, I never thought Bulldog was ever gonna be the WWF Champion. But...
In 1993, Davey Boy Smith should have been the one to defeat Big Van Vader for the WCW World Title. I never understood how WCW didn't pull the trigger, knowing how over Davey Boy was and how he was just in the main event at SummerSlam just 6 - 9 months earlier.

Smith in WCW was definitely a strange one. Bischoff has said on numerous occasions they were looking for a way to increase revenue & brand awareness...DBS in 1993 would have given them this I feel...
