I always thought Mick Foley's personas were perfect for the MOTU line, a shame they never made at least one.

George Steele as a Moss Man type figure with real fuzz
Orton as Man at Arms

George Steele as Moss Man would have been awesome.
Lex Luger pretty much looked like He-Man so I would have liked to see that figure.
Some undersized flippy guy as Orko.
Perhaps the Bushwhackers or another team as Two Bad.

Probably a Sorceress analogue, either Sasha or Asuka would have worked well with their entrance gear.
Single-carded Hogan and maybe Cena (a normal one). Maybe Horde Hogan?
Drew with a Claymore sword.
Papa Shango's an easy fit.
Razor, although I'm not sure what the gimmick would've been. Maybe something really literal, like razorblade gauntlets. Or copy Rio Blast as an oblique Scarface reference (the quick-draw thing has a "Say hello to my little friend" vibe).
Ditto HBK - obvious choice, but what gimmick do you use?
Orton with a snake gimmick seems likely.
Sy-Klone style Brock to represent the F5.

With Foley, I always wondered if they should go with a pure Mankind look and do an oversized claw hand. Or Cactus but in a Rio Blast style. New Day felt like the best fit for the Man-E-Faces gimmick because they always have matching gear.

That guy who looks like a younger Shaq that hangs out with AJ woulda been a good use of the Andre body but not sure if there was a corresponding MOTU giant.
