I got this idea from a website that did a fantasy WM VI card but used none of the same matches from the PPV. It's a bit tricky but can probably be done.
Here's my choice for Wrestlemania IX
Shawn v. Marty, Marty would have to return early. It's a dq win for Marty building up to a Raw title win Razor v. Tatanka, Tatanka wins by pinfall Tito v. Damien Demento-let Tito get a Wresltemania win on his way out Steiners, High Energy v. Headshrinkers, Beverly Brothers-Steiners and Shrinkers get to have an awesome match while getting the other guys on the card Lex Luger v. Bob Backlund, Lex used the Ace is the Place on Bob and Mr. Perfect doesn't look like a loser Crush v. Papa Shango, Crush defeats Shango easily with the squeeze, he and Doink coming in for the next match fight Doink v. Mr. Perfect in a double count out so it keeps both men looking good. They brawl backstage with Luger and Shawn beating Perfect Giant Gonzalez v. Kamala, let Giant go through Kamala first before taking on Taker Money Inc v. Nasty Boys, Money Inc defeat them clean to end the feud and send Nasty Boys away Taker v. Bam Bam, I wish it were Nailz but he's gone. Taker gets the win hopefully with a tombstone but if not, a chokeslam Yoko v. Duggan-Yoko destroys Duggan with multiple banzai drops and send him off for a few weeks, Hogan comes out to challenge and does just the same as the original PPV ending, pinning Yoko Bret v. Macho Man in a torch passing match. They embrace in the end
That's about the best I can do. That was a crappy time period for WWF, no wonder they didn't have a really good card to begin with.
Virgil, Lawler, Typhoon, Bushwhackers are missing from this show.

I enjoyed checking these out! Thanks for your posts. I'll try a Summer Slam 1990
LOD v. Power & Glory to start the show fast, LOD squashes Roma in seconds, like the WM VII match. Herc and Roma had been jobbing for a long time, I want to keep it that way. They aren't paired with Slick either. Tornado v. Buddy Rose, quick win for Tornado in PPV debut Rick Martel v. Tito to finish this feud Barbarian v. Snuka, Barbarian clothelines Snuka. Andre v. Haku, Andre wanted to keep wrestling, he may still be able to do a short match. Barbarian stuck around under the ring and interferes causing a DQ Jake and Koko v. Akeem and Bad News, not sure how this one comes about but Jake DDTs Akeem for the win. Honky and Valentine v. Bushwhackers, probably a double DQ or countout Brutus v. Perfect, Brutus wins the title as planned Rockers v. Orient Express, Rockers get their win back Hart Foundation v. the two original members of The Demolition, Smash and Ax as Bret thought it should be. Warlord v. Koko in a quick match Nikolai v. Boris in a quick squash, Duggan comes out to embrace Nikolai winning Dusty & Sapphire v. Macho and Sherri in a rematch but Dusty forfeights because Sapphire no shows. Dibiase segment to follow Hogan v. Rude, Hogan pins Rude sending him back down the card. With Heenan in Rude's corner, Bossman is in Hulk's and this starts the Heenan Family/Bossman feud Warrior v. Quake, it's a DQ finish but Warrior cleans house of Quake and Bravo and gets to pose post match
It's a lot more matches that your normal Summerslam but I like seeing everyone on the card The Slaughter interview will be saved for Prime Time or Superstars

Rey Mysterio Def Evan Bourn inter promotional match Raw and ECW chose their finest to square off.
Triple H Def Chris Jericho in a Singles match Jericho angry about losing in the rumble and losing his title looks to pick new bone. A old grudge against the Game. Jericho came to SD to insult HHH. And put him down for being parasite to the McMahon. Hhh ignored this until Jericho cost him his match in the chamber. These two look ready to collide as Jericho evades HHH but yet gets the best of the game at every turn he threatens to break reality to Triple H
Randy Orton Def Shane McMahon in Ambulance match Orton been on tear brutally beating mr McMahon after being banned from 2009 Royal Rumble. Orton came to face Shane at No Way Out 09 in victory but savage attack afterward. Shane returned and vows only way Orton can beat him is if he rides out of WM in an ambulance.
Shawn Michaels Def JBL In a Street Fight if HBK Wins he can leave employment from JBL With Shawn’s downfall in his career JBL capitalized on the idea of personal henchmen. Breaking Shawn away from his morals to the point of HBK having break point it’s all or nothing for HBK.
The Undertaker Def John Cena (WHC) Cena came back in huge fashion regaining the WHC. And making it back to the show of shows as champion. But he looks toward new challenge in immortality something bigger then the WHC, the Streak. Cena chose this with past victims begging Cena not to.
Jeff Hardy Def Edge (C), Christian, Matt Hardy for the WWE Championship Fatal 4 Way Extreme Rules match Edge had regained WWE Title at Survivor Series 08 with assault on Jeff Hardy. The mastermind was Christian. With Christian by Edges side these two radicals hijacked Vickie Guerreros smack down. Jeff enlisted help in his brother Matt Hardy reknewing decade old rivalry. However Christian pursued Edge and his dream to face at WM for the title. When in reality Edge kept Christian as enforcer. This was realized when Christian won the 2009 RR. Jeff and Matt slowly split as Matt cane allured by becoming WWE Champion. It all comes to an explosion at WM 25, Every man for himself.
