I think he was in one of the Flashback basics waves as a placeholder. It's a bummer that they never found a place in the line for it.

Seen this before on eBay. This would’ve been released in the Walmart exclusive Flashback Basic series. Others such as Beth Phoenix, Mankind, Godfather, and Shane McMahon have also been listed.
