I know some people have strong feeling about the FB3 set, but the Commissioner Michaels BAF is my absolute favorite.
And oversized head aside, JJ Dillon was another great use of the slot.
I missed out on earlier ones like Cole and JR. But Ellering, Fink, and the more recent ones have all been excellent figures.

I enjoyed the Paul Bearer set. Although I wish the figures needed to build him were Elites, because that Jericho was my favorite attire worn by him in the WWE.

I (unfortunately) just end up buying the BAF on the secondary market.
My favorite up to now would probably be Paul Heyman or Jim Ross. Finally getting a “large” suited body at that point was great.

Vince, except the figures you have to buy to make Vince aren’t good. Austin is fine, I kind of regret buying AJ Styles, but it gave me the body. Instead of getting the bad Shawn figure and awful awful Bret figure, I’ve ordered The Rock and “Hollywood” from “Mean” Gene BAF. I have a decent “Mean” Gene from the Flashbacks series so it’s fine. I have Randy Savage on the way also, which will give me the alternate “Mean” Gene head. I am torn on Dusty. I love the polka dots and the colours, but don’t love the head sculpt…
“Mean” Gene is a must if you don’t have the Flashbacks one.
Danny Davis if you want a golden era referee.
Howard Finkel. I want one so bad!
Jim Ross. So jealous of anyone who has one.
Jimmy Hart if you don’t have HOF Jimmy.
Rick Rude only if you have the Hunter/Chyna two pack and an early DX Shawn.

Danny Davis is a major one since it’s currently the only actual ref. JJ Dillon is a must have to complete the Horsemen. Commissioner HBK is probably the hardest to complete.

If you’re talking about the whole set of figures and not just the BAF figure itself…
The Michael Cole Set is probably one of the best. Bret Hart from his return, Daniel Bryan in his Summerslam return attire, Triple H with awesome entrance gear, and a red John Cena. Granted, Cena was mostly a rehash, but I didn’t get the red shirt Cena from the regular Elite line.
Jim Ross was a great one. CM Punk, Randy Orton with Money in the Bank briefcase, the only elite Curtis Axel who came with a very rare at the time IC title, and a pretty decent Alberto Del Rio in red.
But the best one hands down was probably the Danny Davis Wrestlemania one. Broken Matt Hardy, WM19 Booker T, WM23 Mick Foley, and a very nice Kofi Kingston which you didn’t even need to complete the BAF because it only had a spare set of hands. But best of all, for the first time ever, we got a referee figure. Easily my favorite BAF set. I wish I got a second set just so I could put my ‘01 Booker T basic’s head on the spare Booker.

Dok Hendrix is the only one I've really sought out to complete in years.
But I really kicked myself not completing a few of them like Fink and Okerlund.

Peanut Head! I liked Theodore R. Long back when he managed Doom. Having to be Ric flairs limo driver during the whole rivalry with the horseman with a Double A put it, “no good guy bad guy scenario.” Then I loved him as a face general manager. I didn’t think it’d be a good run. Heel GM shakes things up. But he made it work.
I got to build him.
