I could see Mattel introducing rivals into the tag team line. There are so few tag teams would get a UE figure, especially legends since many of the top-tier teams are not signed. I wouldn't mind seeing some of these rivals:
Ringside hasn't even released the first tag team set yet. I don't think they would go all in on a tag team line if they were going to just shift to rivals anytime soon. They have a ton of tag teams to choose from currently signed and even more if they signed additional people. I'm not sure if it is confirmed, but I think RSC is only doing 2 a year so there is plenty of time to sign LOD, Demolition, Barbarian, etc..

Not sure many of these would be released in UE form, unless they start doing more mid-lower card guys. Plus, overtime, they'd have to worry about one guy from the team not being signed while the other guy is, that would put a hold on who they release. Also, when I said tag teams, I meant traditional tag teams, not top stars they put together for a while.
For the ones under contract, I only see these getting released, but that doesn't mean all are possible:

Bushwackers - not big enough names today, but I could see them getting another elite release.
Mega Powers - doubt they would do these in the coming years since they just released them as an elite.
Bulldog/Lex - not sure they would do this tag team as they weren't really together long enough, but I do see them both getting a single release.
Harlem Heat - is Stevie Ray still signed? Strange that we haven't gotten another Harlem Heat elite if he were.
Natural Disasters - don't think they are big enough names today, but I'd welcome them if they got a release.
Edge/Orton - probably wouldn't get a team release, but solo releases are definitely possible.
Hogan/Brutus - doubt that they would do this team, Hogan already got a release.
Shawn/HHH DX - HHH was already made, I would bet they just do HBK in as a single release.
Acolytes - not big enough, Mattel would have to go deep into the tag team division of names to get to these.
Rock/Sock Connection - possible, but I think individual releases are more likely.
Dude Love/SCSA - same as Rock and Sock Connection.
Kane/X-Pac - same as Rock and Sock Connection.
Kane/Undertaker - same as Rock and Sock Connection.
Headshrinkers - same as the Acolytes and the Natural Disasters.
Hurri-Kane - not big enough, Kane/X-Pac is more likely.
Kane/RVD - may not have been together long enough, individual releases are more likely.
Booker T/RVD - same as Kane/RVD.
Cena/Michaels - were they really a true team?
Batista/Cena - they were a true tag team?
Chainsaw/Cactus - maybe, but I don't see them doing another Chainsaw Charlie, especially as an Ultimate if the only elite release was as a limited collector's edition.
SCSA/HHH - same as Rock and Sock Connection.
Bossman/Shamrock - probably not big enough of a name to warrant an UE figure.
