For me there's a few names I feel they could have done more with, Big Show, Dudleys and Kurt Angle being my top 3.
For me some of the best Big Show WWE moments happened during 02-04 and we got one figure representing this in basic form, there should have at least 1 elite based on this time.
Dudleys we did get a battle pack and elites but again I feel we should have seen more.
Kurt Angle faces the same issue I have with show, his best moments were 02-06 and we only got one elite during that time frame while we got 2 current Angles with one being considered one of the worst from mattel with The Shield elite.

Lots of figures, but most were lacking in some way, and they should have released a few more.

Everybody mentioned I agree with, also Punk and Jericho to an extent. They have more attires and looks that could’ve been done. Dudley’s the most for me personally, no flashback is crazy

Sting. All his figures had weird wonky parts and inconsistencies. My favorite and what I believe is the best Sting figure of all time is the DM Crow.
RVD- We haven't gotten many parts and his figures lack sculpted biker trunks and thicker legs.

Bret Hart.
They have had the WWE license since 2010 yet have never managed to make a good (yes I am saying good not even great) Bret Hart head! Even the best one is ok at best. Add to this the glasses that look like garbage.
Bret Hart has to be the biggest star that Mattel have failed to nail. I actually far prefer what Jakks did with Brey, especially the glasses.

Sting. Every time this topic is mentioned I have said with all his bright attires there should/could have been a Sting released in every Elite, basic & BP wave they released. And they all would have sold.

Rhyno. He was with the company for a few years. We got 1 very bad elite. We got no ECW Rhino. We got no Alliance or Ruthless Aggression Rhyno. We didn’t even get a flashback as a basic. He was in WWE for like 3 years during his return run!

- They had 13 years... and they blew it.
Christian
- Under contract for 10+ years and not one Ruthless Aggression Flashback Elite. Big missed opportunity.
Jeff Hardy
- SO much more they could have done.
Cesaro
- Definitely should have had more Elites. At least we got that one final figure in Elite 93.
Rhyno
- He was under contract for around 5 years and they only ever did one (abysmal) Elite of him. Missed opportunity for an ECW, Attitude/Ruthless Era, or even a "sorry about the last one" Elite.
Chris Jericho
- Ruthless. Aggression.

I’ll say Rhyno and the Dudley boys. Everyone wanted their ecw looks and they gave us a terrible elite Rhyno and only one set of Dudley boys. They tye dye look would have sold well and gave us a nice nod to their ECW look and the Jakks set they did.

They made the one figure for which I patiently waited in Ken Shamrock (then again with a chase) and they are redistributing King Harley Race so I have no real complaints.

I’d have to say Sting. Seems like Mattel is a day late and a dollar short a lot of times. The oh we wanted to get this out for years and it’s finally happening is terrible.
