Pretty sure Flair recently said he wasn't under any type of WWE deal. I don't recall seeing anything on Kidman or Storm. Albert was available, but at this point his deal may have expired.
The others range from definitely to very likely.

Flair definitely isn’t and Regal is under a no compete deal with AEW that allows him to work for WWE but he can’t have any on screen role and I am assuming no merch either but that may be expiring at the beginning of next year.

Maybe I'm having a massive brain fart, but isn't Gregory Helms the Hurricane? If so, we've gotten 2 figures of him since the 2020s started, so at the very least he was signed recently
